Position Objectives:

To streamline Organizational Development systems and procedures of PRCS.

The role will provide a strategic level in processes, transfer of skills in strategic thinking and planning as well as coaching. Support to bringing all ongoing organizational development processes together, structuring processes, developing implementation strategies and a National Society Development Framework.

In areas such as governance, management and leadership development, branch- and volunteering, Financial Sustainability and Human Resource Development, the most important role will be technical and strategic support and in linking the NS to movement supportive resources and coordination of movement partners´ support.’

Specific Duties, Responsibilities, and Accountabilities:

  •  

Responsible for coordination, planning, budgeting, implementation, monitoring and evaluation of the OD Programmes under various budget holders, including those from various partners where appropriate. Take measures to promote coherence and complementarity as well as to encourage standardization of structures, SoPs, guidelines etc where applicable.

  •  

Lead and facilitatePRCSin developing an integrated NSD plan based on agreed priorities from the different Movement Assessment Tools;OrganisationalCapacity Assessment Certification (OCAC) recommendations, Preparedness Emergency Response (PER) PoA, Safer AccessFramework (SAF) and the PRCS Strategic Plan in close coordination with relevant units of PRCS.

  •  

Guide and support PRCS in finalizing the Strategic Plan (SP) and ensure that the new SP is in place by the end of 2022. In close coordination with PMER unit, provide guidance and support for elaborating the strategic plan into operational plan.

  •  

Lead the NS NSD strategy on NS sustainability which includes Finance Development and Resource mobilization development for both NQH an branches.

  •  

Restart the OD technical workgroup (L3) as a forum for strengthened cooperation around OD issues and efficient use of available resources in areas where movement partners  are involved e.g. branch development, volunteering and HR development, review and improvement of existing HR policies guidelines and procedures, security risk assessment, logistics management and its integration in all planning/programmes.

  •  

Assist PRCS in the development and roll-out of a strategic plan for youth &volunteer recruitment, capacity development and retention, in support and coordination with other Movement partners

  •  

As part of the Branch Development aspect, enhance the communication links between the PRCS HQ and branches with regards to all management aspects, especially branch functioning, sustainability and volunteer management

  •  

Ensure timely collection of OD related monthly/quarterly and annual reports from provincial branches analyze, consolidate and submit to the PMER Department for sharing with the donors.

  •  

Responsible for exploring different capacity building opportunities for PRCS employees. With the active support from HR department guide and facilitate “Training Need Assessments” and prepare a training and development plan.

  •  

As part of the Movement Coordination, facilitate  the  Movement Coordination Mechanism (MCA and PCA) and organize the meetings, such as L1- L2 - L3, record minutes and ensure follow up on action points/decisions as well as to circulate relevant key information to other PRCS units at NHQ and Branches..

  •  

To advise and facilitate the PRCS management and other units of PRCS during partnerships with non-movement partners. Facilitate compliance of the movement guidelines on such partnerships.

Act as focal person on behalf of PRCS for any such partnerships and in close coordination with other units of PRCS facilitate the partnership process..

  •  

Facilitate the provincial and district branches in conducting BOCA as well as in development of their respective Branch Development Plans. Extend required technical and structural support to the Branches for smooth implementation of their respective BD plans (this include but not limited to image building and sustainability).

  •  

Advise and facilitate the PRCS leadership in the updating and finalizing the revision of the PRCS Constitution, including but not limited to the liaising with the Government on different matters of importance for PRCS such as  the revision of the constitution and of  the auxiliary role of PRCS.

  •  

Act as focal point on behalf of PRCS leadership for all the statutory meetings including but not limited to  the General Assembly Meetings, Council of Delegate as well PRCS internal Managing Board meeting and OD Working Group Meetings.

  •  

Custodian of the Memorandum of Understanding between PRCS and other organisations both within Movement and non-Movement Components.

  •  

In close coordination with HR and other units of PRCS, facilitate inductions for newly hired staff about PRCS, code of conduct, and principles.

  •  

Be the overall focal person for smooth implementation of NSD funding mechanisms such as NSIA, Impress Shoken Fund and IFRC Capacity Building Fund

  •  

Coordinate with relevant units of PRCS (Admin/Securityor any other unit) to ensure smooth processing of project NOCs. Visa processing and travel NOCs are more of Security unit role

 

Education.

 

Master’s/ 16 years of education in Management Sciences/Social Sciences from HEC recognized Institution.

 

Experience.

 

Minimum 07 years of professional Experience in handling development and humanitarian related programs/projects.

 

At least 04 years of Organizational Development Experience in an esteemed Organization.

 

Experience of Coordination with the donor agencies.

 

Experience in partnerships/grant management

 

Preference will be given to having experience in the RCRC Movement.

 

Skills / Knowledge.

 

Management & Technical skills on the development of SoPs guidelines

 

Excellent planning and organizational skills

 

Fluency in spoken and written English

 

Work towards the achievement of PRCS Vision and long-term objectives

 

Flexibility to travel into the field to conduct monitoring & other related tasks

 

Good Command over the MS Office

 

Strong monitoring evaluation & analysis skills would be preferred.

 

Maximum age limit is up to 45 years.

 

Travelling: As and when required
