‘Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) in Pakistan’

1.       Background

Concern Worldwide is an international, non-governmental, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern’s aim is to help people living in extreme poverty achieve major improvements in their lives which last and spread without on-going support from Concern. To achieve this aim Concern engages in long term development work and seeks to address the root causes of extreme poverty. Concern has been working in Pakistan since 2001, when it initiated an emergency response project to address the Afghan refugee crisis in Baluchistan. Concern later moved into emergency, early recovery, and long-term development programming being implemented though local NGO partners in Baluchistan, Khyber Pakhtunkhwa (KP), Punjab, and Sindh provinces.

The British High Commission (BHC) Pakistan has granted ‘Building Resilience and Addressing Vulnerability to Pakistan’ (BRAVE), which focuses on Climate Resilience to Concern Worldwide. The key focus of this programme is to maximise the Government of Pakistan GOP) and communities’ capacity to build resilience and adapt to climate-related shocks and stresses, including support for adaptive and response shock responsive social protection systems, aiming to reach 1.5 million people in five climate affected districts. Concern is being awarded with BRAVE programme with its six month inception phase starting January 2023. During the inception phase, Ghizer and Astore in GB. Concern is the overall lead on this programme with the responsibility for the management of funds and reporting to FCDO. This programme will include The Aga Khan Foundation (AKF), other consortium partners and technical partners; including ODI, HelpAge Intl, and Asian Disaster Preparedness Center (ADPC). Concern will overall manage consortium members to implement the BRAVE programme.

2.       Purpose

This analysis is a starting point for better understanding of the climate risks and vulnerabilities, determining the level of exposure, vulnerability and secondary hazards at a community level highlighting areas for further exploration. The proposed analysis will include looking into the underlying causes of vulnerability, including gender equality, conflict and power dynamics. The analysis will also cover aspects such as community’s access to resources, services and information that will be useful to include while choosing the individual and communal programming pathways and options (adaptation strategies).

The purpose of this study is to conduct a detailed analysis of Gender and Conflict in Ghizer and Astore (GB). This study will be focused on local and context specific manifestations of gendered violence and a gender-responsive conflict analysis to explore, with a gender lens, the systems of power, institutions, stakeholders, and root causes, triggers, and drivers of conflict and peace. The study should recognise the gender power relations and the enforcement of patriarchal power over women, men, children, and sexual and gender minorities with a focus on the following:

-       Identify and recognise the past, present and future projection of climate change impacts at different levels on at-risk communities, identification of climate vulnerable sectors and main adaptation concerns and defining objectives, assessing climate risks and its vulnerabilities.

-       Support the district and sub-district level climate change integrated hazard modelling to improve future planning and an in-depth evidence-based understanding of hazards, their impacts, and likely needs of the at-risk population in the proposed districts.

-       An inclusion, gender and protection study will be part of this analysis to gather further information on vulnerable individuals including women, children, People with Disabilities (PWDs)

-       Local and context specific manifestations of gendered violence and conflicts

-       Developing strategic partnerships and improving capacity and capability of climate organisations integrating gender analysis and mainstreaming gender

-       Gendered research into local consumer markets

-       Advocacy and awareness campaigns to leverage support for gendered awareness and activities between civil society organisations focussed on climate and biodiversity

-       To assess capacities and vulnerabilities of men and women to determine each group’s aspirations and needs

-       To analyse different factors contributing to an equitable relationship between men and women in DRR

3.       Objectives and Specific Tasks

The following are the major tasks:

  1. Conduct review of key BRAVE documents and design, concrete programming recommendations and strategic policy actions to strengthen empowerment of women and gender equality outcomes in the implementation of the programme
  2. Design a gender mainstreaming module for one day training of BRAVE Programme Participants
  3. Conduct the trainings on gender and inclusion in resilience building
  4. Develop Gender and inclusion Strategy
  5. Review and Refine CCVRA tools (with gender and inclusion lens)
  6. Gender and Conflict Analysis

4.       Deliverables

The consultant will produce following key deliverables

  • Gender and Inclusion Strategy
  • Gender and Conflict Analysis
  • Package of the training materials on gender mainstreaming and inclusion (Training guidance manual for PMU and field staff, PowerPoint presentations and other support materials- hand- outs, etc.)
  • Gender Mainstreaming and inclusion training for PMU and field staff
  • Revise and refine CCVRA tools with gender and inclusion lens

5.       Lines of Communication

The consultant will report to Concern’s Team Leader for BRAVE programme and will liaise closely with other Programme Management Unit (PMU), technical specialists on gender and livelihoods.

6.       Timeframe

The consultant is required to conduct the training on Gender Mainstreaming and Inclusion and submit the final revised Gender & Inclusion Strategy and Gender and Conflict Analysis documents as per the schedule mentioned below:
