CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g., once a week or more).

ROLE PURPOSE:

 

The Gender and Safeguarding Coordinator is proposed under EU funded project, the position holder will be responsible for providing support to the Save the Children team and project implementation partner on issues related to Gender, Gender Based Violence (GBV) and Child/Adult Safeguarding.

S/he will ensure activities lead to improved gender equitable, gender sensitive, GBV preventative, GBV responsive programming. The post holder will provide both technical support and strategic leadership and ensure that humanitarian response is gender-sensitive, and that issues around Gender, Child/Adult Safeguarding and the needs and capacities of women, men, girls and boys are carefully considered. These should be incorporated in different stages of project cycle; situation assessment, project development, planning, budgeting, implementation, monitoring, and reporting for quality and impact.

 

This requires liaising with technical, managerial and finance staff or developing strategies and practical tools for incorporating Gender and Child/Adult Safeguarding concerns for quality and capacity strengthening. He/she will ensure awareness, prevention, as well as safe and accessible reporting mechanisms are place.

 

Reporting to Area Director and technical report line is Gender and safeguarding Advisor, collaboration with all deployed sector leads (e.g. CVA, Education, Shelter, Health, Child protection), the Gender and Safeguarding Coordinator will support the team to respond to Gender and Safeguarding risks and violations to programme participants and people in the affected populations , including (but not limited to) the risks of sexual exploitation, abuse and harassment by Save the Children staff, volunteers and other INGO workers and partners, and the risks of unsafe programming.

 The Gender and Safeguarding Coordinator will work with functional leads to produce a plan to mitigate the key risks, ensuring that Gender and Safeguarding issues are raised and addressed in real-time, and work with MEAL to develop an effective Gender inclusive and Gender sensitive reporting mechanism.

He/she will ensure the plan is aligned with Save the Children’s Safeguarding standard and minimum requirements and that any reported violations are recorded and responded to correctly, via Datix. This role will also work closely with the Media/Communication/content team members, to ensure full consent processes are followed. This will include supporting media/communication/content team to do risk assessments; brief visiting media and content gathers, feed into TORs and any other action required to adequately Safeguard children and adults at risk. He/she will also input into key funding proposals to ensure that Gender and Safeguarding risk mitigations are in place, and activities appropriately resourced. The Gender and 

Safeguarding Coordinator will link with Child Protection, and relevant technical leads within Save the Children and other NGOs, to ensure a coherent gender sensitive, gender responsive and child-centred, survivor care approach to safeguarding is applied, particularly to the response to any safeguarding concerns.

The Gender and Safeguarding Coordinator will receive support from the Area Director AND Technical Advisor. He/she will be the Safeguarding focal point on the ground and take part in multi-agency groups such as the PSEA taskforce, where active, relevant clusters, and work proactively with other active NGOs, especially regarding any joint reporting mechanisms or referral pathways, awareness, and prevention intervention.

KEY AREAS OF RESPONSIBILITY:

 

  • Coordinate and provide support to mainstream gender, GBV and Safeguarding sensitive considerations in Save the Children’s humanitarian response
  • Lead the design and implementation of gender analysis and integrate findings into programme design and Monitoring, Evaluation, Accountability and Learning (MEAL) framework and tools.
  •     Review all internal humanitarian response strategies, sectoral plans, emergency preparedness and contingency plans ensuring integration of gender, GBV, PSEA and Safeguarding considerations are identified and addressed.
  • Develop/adapt/implement gender and safeguarding inclusive action plans to address gender inequality, social exclusion and GBV considerations per sector.
  • Identify gaps in staff and partner capacity on gender equality, GBV and Safeguarding in emergencies and coordinate with the Save the Children CO  to address the identified capacity gaps;
  • Train and mentor partner and Save the Children staff on the Gender Equality Marker, the IASC GBV Guidelines, IASC Gender Handbook
  • Support the identification and development of strategic partnerships with local organisations working on women’s rights, gender equality, GBV and Safeguarding.
  • Provide technical support to design and implement gender-sensitive and in the future, gender transformative programmes;
  • Ensure all proposals and concept notes are gender sensitive and use the Gender Equality Marker and  score accordingly;
  • Provide inputs to funding proposals, ensuring that proposals include an amount for Gender and Safeguarding components (e.g., capacity building, cost of printed materials, set up of community feedback and reporting mechanisms, community engagement, investigations and survivor care and after-support, and that they adhere to Save the Children’s commitment to Safer Programming)
  • Identify the gaps and conduct training on Gender sensitive and Gender responsive programming for field staff and partners. Review/develop Protection from Sexual Violence and Abuse (PSEA) processes and ensure they are appropriate, well-resourced and understood by all staff and partners
  • Work with MEAL and sector Technical Advisors to design and rigorously document learning regarding gender sensitive, gender responsive programming and ensure learning is disseminated widely internally and externally.
  • Coordinate with the New Business Development (NBD) and Awards team to identify new funding opportunities and to develop a good relationship with potential donors –donors for gender sensitive safer programming and partnerships.
  • Support the systematic integration of gender equality responsibilities in recruitment processes.
  • Closely work with implementing partner and provide technical support to ensure the smooth implementation of project activities.
