I. Organizational Context and Scope

The Community Resilience Activity-North (CRA-N) Project is designed to support community-level resilience development and conflict prevention activities; while also focusing on addressing the role of Climate Change and the nexus between Climate Instability, Community Resilience & Disaster Risk Reduction within Khyber, Kurram, North Waziristan, Orakzai and Swat Districts in Khyber Pakhtunkhwa Province. CRA-N will pursue a multi-disciplinary and community-participatory approach and will work in close coordination with the Government of Pakistan (GoP) at the regional and district level. The Senior Communication and Media Assistant will be working directly under the leadership of the CRA-North Regional Team Leader; with Technical Supervision provided by the Deputy Chief of Party. The Senior Communication/Media Assistant will be tasked with providing a broad range of support to promote the effective communication of CRA-North programming across our partnerships within the target districts. This role will require providing communications support to our Regional and District Teams in the design and implementation of effective communications and public awareness programming, utilizing high-quality imagery, data visualization tools, and professional publications to showcase CRA-North communications, media, and digital programming through the lenses of Community Resilience, Climate Change, and Disaster Risk Reduction.

II. Responsibilities and Accountabilities

The Senior Communication/Media Assistant's responsibilities include, but are not limited to the following:

  • Contribute to the development of scheduled project deliverables, which include but are not limited to; Annual Reports, Quarterly Reports, Monthly Reports, Weekly Updates, and Success Stories/Impact Pieces which reflect progress on CRA-North’s Community Resilience programming with a clear emphasis on the nexus between Climate Instability, Community Resilience & Disaster Risk Reduction.
  • Provide the required technical support to all aspects of the Project’s regional and district communications and media programming (including participating in the review of media proposals and budgets, identification of media agencies, development and 
  • review of IEC materials and review of media content for Radio, TV, and Social Media platforms) that effectively communicates CRA-North’s Community Resilience and Disaster Risk Reduction programming efforts.
  • Contribute to the development of Project Visibility & Briefing Materials (Brochures, Factsheets) for the CRA-North Project, donor, and related stakeholders; while maintaining records of the content produced.
  • Maintain regular contact and close relationships with Regional & District Media Forums, Press Clubs, Print Publications, Radio Stations, Social Media Influencers, and Broadcast/Electronic Media to help promote CRA-North-supported programming within our target geographical regions.
  • Travel, as required to district field locations, to identify, collect, capture, and document Community Resilience programming content in the form of Case Studies, Human Interest Stories, Success Stories, and photographic highlights; that relate to Community Resilience, Instability, Climate Change, and Disaster Risk Reduction Themes.
  • Verify that all CRA-North branding materials (e.g., Project Site Plaques, Workshop Banners, Material Handouts, etc.) adhere to the project’s Branding & Marking Guidelines and remain in accordance with expected donor quality requirements.
  • Act as a focal point for regional and district-based media-focused Resilience Activity  Grant Awards, tracking overall progress in coordination with the Regional and District Team Leaders, while managing relationships with relevant stakeholders. Provide technical assistance to Regional and District Teams to maintain effective quality standards for Community Resilience, Instability, Climate Change, and Disaster Risk Reduction media products.
  • Submit scheduled monthly reports to the Regional Team Leader and Deputy Chief of Party, reflecting progress on the communications programming activities, while also reporting on the implementation environment within the district.
  • Collaborate with the media by organizing project site visits, and facilitating photo coverage and TV footage. Maintain a library of media coverage, clippings, etc. by tracing media coverage reports of CRA – North from ongoing grants at each district and share weekly media coverage reports for submission to donors.
  • Monitor the use and effectiveness of media materials and maintain a database of vernacular/local media, including prominent local journalists, stringers, bloggers, etc. in the newly merged districts.
  • Maintain reporting databases and formats that are easily accessible and facilitate the rapid sourcing of information that may be required by the Regional Team Leader and Deputy Chief of the Party.
  • Perform such other duties as may be assigned.

III. Required Qualifications and Experience

Education

Bachelor’s Degree: Journalism, Communications, Public Relations, or a related field

Experience 

  • Minimum of 4 years of relevant professional experience working within a Communications, preferably with experience focusing on Community Resilience, Instability, Climate Change, or Disaster Risk Reduction.
  • Proven experience in writing, media programming (radio/television), social media, and critical thinking.
  • Capacity to understand and analyze the local, district, and regional implementation environment and how this environment caters to the effective design and implementation of community-based communications and media programming suitable to the geographical, cultural, and political context.
  • Knowledge of Khyber Pakhtunkhwa’s geography, culture, and government structure is a distinct advantage.
  • Knowledge and experience working with USAID and/or UN Agencies is preferred.
  • Excellent written and oral communication skills in English and Urdu, with proficiency in Pashto, are considered a distinct advantage.
