Scope of Work Summary:

The Business Enabling Environment (BEE) Workstream of USAID IPA is in the process of undertaking various policy, legal and regulatory reforms for FDI promotion in Pakistan and enhancing bilateral trade between U.S. and Pakistan. The BEE workstream requires support of an Intern (short term), to assist the workstream in various operational, managerial and technical tasks, including but not limited to, undertaking background research, designing workstream specific resource material, assisting with organizing events, data accumulation, coordinating with public and private sector stakeholders, maintaining BEE workstream database of activities, compiling supporting documents for reporting on BEE targets and coordinating with technical experts (consultants) working for IPA under the BEE team. The intern will be responsible for execution and completion of all assigned tasks related to the workstream as part of the implementation of programmatic activities of the Project.

2.     General Summary:

 

Chemonics International is implementing Pakistan Investment Promotion Activity (IPA), which is a 5-year project that is aimed to strengthen Pakistan’s policy & regulatory regime and build institutional capacities to increase domestic and foreign investment, along with increasing bilateral trade between the United States and Pakistan.

 

The goal of the project is to work closely with the Government of Pakistan (GoP) and the Provincial Governments to streamline their business practices, improve operational transparency and governance, promote regulatory reforms and competition with an aim to reduce the cost of doing business, strengthen the investment climate for foreign investors in Pakistan and promote opportunities for enhanced trade and investment between U.S. and Pakistani businesses.

 

To this end, it is expected that the project will.

  • Leverage $25 million dollars of Pakistani private sector investment to support $75M of Foreign Direct Investment
  • $40M in U.S.-Pakistan trade increased
  • 2000 meetings between US and Pakistan companies facilitated.

 

IPA will be achieving its targets through three major segments (1) Business Enabling Environment (2) U.S.-Pak Bilateral Trade and Investment and (3) IPA Fund and this assignment is part of the BEE workstream.

 

3.     Objective of the Internship:

 

Objective:      The objective of this internship is for the candidate to gain experience working with an economic development project, specifically on designing and implementing business enabling environment reforms focused on investment promotion and U.S Pakistan trade enhancement. The intern will work with the BEE workstream for a short-term period to support in the successful implementation and completion of its programmatic activities as assigned and other day to day operational/running tasks.

 

4.     Principal Duties & Responsibilities:

  • To work with the BEE workstream and provide support across all activities for their successful implementation.
  • To assist in all aspects of the Project’s work plan and achievement of project objectives.
  • Supporting the BEE team in day-to-day operational and reporting matters

 

5.     Specific Tasks of the Intern:

As directed by the supervisor for this position, the intern shall perform and support the performance of the following specific tasks:

  • Effectively liaise with the USAID IPA technical teams, on all aspects of the ongoing USAID IPA project work plan implementation.
  • Assist in the implementation of the BEE work plan and provide support for successful completion of the activities and tasks outlined in the work plan.
  • Assist the BEE team in managing and supervising the tasks and deliverables of the consultants working on various interventions.
  • Assist in developing workstream specific resource material and technical content including but not limited to write-ups, presentations, activity briefs, scopes of work and all other technical documentation as directed and advised by the Supervisor.
  • Support the team in generating travel requests for the consultants and ensuring all such requests are forwarded to the Operations Team on time.
  • Providing support to the BEE team in managing events, focus group discussions, organizing and setting up meetings and other forms of engagement.
  • Close liaison with the Operations team for all logistical and operational arrangements as suggested by the team.
  • Participate in all internal IPA meetings and those with external partners as directed by the Supervisor.
  • Provide support in collating BEE specific information for periodic reports-weekly, biweekly, quarterly and other information requests by USAID.
  • Ensure that all necessary routine and ad hoc reporting on workstream activities provides a timely, high quality, and accurate reflection of the workstream’s progress toward its goals and objectives.
  • Ensure close inter-workstream and inter-office collaboration with the other IPA project workstreams, and promote close collaboration with the monitoring and evaluation, communications, and other support teams of the Project.
  • Undertake research on the state of economy of Pakistan with a special focus on changes in the business environment effecting investment climate.
  • Gather relevant data on women and male led businesses in collaboration with MoC, TDAP, Chambers etc. for finalizing trainings on trade and investment, particularly for export readiness.
  • Conduct research analyses on topics of relevance to the Project such as the investment climate in Pakistan, constraints and growth potential of IPA priority target sectors including ICT, Manufacturing, Agri-tech business and processing, hospitality and tourism, and others as assigned.
  • Keep abreast of the performance of Pakistan on key economic indicators and datasets published by local and international organizations such as the World Bank, IMF, International Growth Centre, State Bank of Pakistan, Pakistan Bureau of Statistics etc.
  • Develop summary of economic highlights pertaining to FDI and trade to feed into the analysis being done by the IPA team.   

 

6.     Job Qualifications

The candidate should at least have a bachelor’s degree in economics, social sciences, business studies or other related field. Demonstrated interest in research, report writing and an understanding of the policy issues in Pakistan with respect to investment and trade will be preferred. The individual must possess the passion to learn and grow as a professional, with the ability to perform successfully as a member of the BEE team. He/ She must demonstrate good interpersonal and communication skills. The candidate should be able to take full responsibility of the assigned tasks and be able to work and deliver under tight deadlines.

 

7.     Duty Station:

The intern will work remotely but will also be required to come to IPA office in Islamabad on need basis as determined by the Supervisor.

 

8. Workspace and Use of Personal Laptop and Software(s):

The individual will be using the laptop/desktop provided by the Project or may be asked to use personal laptop as deemed necessary.

 

9.     Reporting:

 

The work of the BEE intern will be supervised by the BEE Team Lead or her designee.

 

10.  Duration of the Assignment:

This internship is planned to take place as per a start date of on or around July 3, 2023, and end date of on or around September 30, 2023 (subject to date of mobilization) for a total period of 3 months.
