Scope / Purpose of the Position:

To provide support to the Line Manager WASH for Flood Response in overseeing and coordinating water, sanitation, and hygiene activities during flood response operations. The individual in this role will be responsible for assisting in the planning, implementation, monitoring, and evaluation of WASH interventions, ensuring adherence to standards, guidelines, and best practices. The Program officer WASH will work closely with the WASH team, field staff, and other stakeholders to ensure effective and efficient delivery of WASH services.

Specific Duties, Responsibilities, and Accountabilities:

  • Program Coordination and Support:
    • Assist the line manager for Flood Response in planning, implementing, and evaluating WASH programs and activities during flood response operations.
    • Support the development and revision of project proposals, work plans, and budgets.
    • Coordinate with internal departments and external partners to ensure smooth implementation of WASH interventions.
    • Assist in conducting needs assessments, surveys, and data collection to inform program design and decision-making.
  • Technical Guidance and Quality Assurance:
    • Provide technical guidance to field staff and WASH teams in the planning, implementation, and monitoring of WASH activities.
    • Ensure compliance with WASH standards, guidelines, and best practices, including Sphere standards and humanitarian principles.
    • Support the development and dissemination of technical guidance documents, training materials, and standard operating procedures (SOPs).
    • Monitor the quality and effectiveness of WASH interventions, identify gaps or areas for improvement, and propose corrective actions.
  • Partnership and Stakeholder Engagement:
    • Collaborate with government agencies, NGOs, and other stakeholders to foster partnerships and ensure coordination of WASH efforts.
    • Participate in relevant coordination meetings, working groups, and forums to represent and contribute to the overall response strategy.
    • Liaise with local communities, beneficiaries, and key stakeholders to ensure their active participation and ownership of WASH interventions.
    • Support the Manager - WASH for Flood Response in cultivating relationships with donors and supporting fundraising efforts.
  • Reporting and Documentation:
    • Prepare regular reports, including progress updates, situational analyses, and donor reports, as required.
    • Ensure timely and accurate data collection, monitoring, and reporting on WASH activities.
    • Maintain comprehensive project documentation, including assessments, surveys, technical specifications, and evaluation reports.
  • Capacity Building and Training:
    • Assist in identifying capacity-building needs of staff and partners in WASH-related areas.
    • Support the development and delivery of training programs and workshops to enhance WASH knowledge and skills.
    • Provide mentoring and guidance to field staff to improve their technical expertise and performance.
    • Any other duties as assigned by the Management.

 

Education

Bachelor's degree on related field pr Diploma of Associate Engineering (DAE) from recognized institution.

Experience

3x Years’ experience in WASH programming, emergency response or disaster management.

Skills / Knowledge required

-       Strong understanding of water supply, sanitation, and hygiene promotion in humanitarian contexts.

-       Familiarity with humanitarian standards and guidelines, such as Sphere standards and the Core Humanitarian Standard.

-       Knowledge of monitoring and evaluation principles and tools for WASH programs.

-       Excellent coordination and interpersonal skills to work effectively with diverse stakeholders.

-       Strong analytical and problem-solving abilities.

-       Ability to work independently and as part of a team, with minimal supervision.

-       Excellent written and verbal communication skills in English. Knowledge of local languages is a plus.

-       Proficiency in MS Office and data management software.

Maximum Age limit upto 40 Years

 

Travelling : As and when required to project areas.
