CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Role Dimensions: The post holder will be responsible to contribute to New Business development for MEAL related work and designing, developing and implementation of MEAL system at Country Office (CO) and field level supporting to Provincial MEAL team for Save the Children Pakistan’s Humanitarian and Development projects.

KEY AREAS OF MEAL:

Key Responsibility areas:

  1.    New Business Development
    1. Closely work with New Business Development – NBD team and (TEs) Technical Experts at the time of new opportunities/proposal writing.
    2. Develop log frame, MEAL approaches and activities narrative along with forecasting MEAL related budgets while working on proposals with NBD/TEs.
    3. Closely work with RELAM colleague for inclusion of country learning agenda questions to fulfil evidence/knowledge gap through in-depth assessment, evaluation and research strategies aligned with global/regional learning agendas.
    4. Ensure that NBD/TEs used Master Log frame across the projects to assist strong and consistent programme design aligned to the response strategy and features in all proposal development.
  2.   Monitoring:
    1. Oversee the designing, developing and implementation of robust Monitoring and Evaluation system at CO and Provincial offices with support of Provincial Managers and Head of MEAL.
    2. Work closely with TEs in the development and operationalization of project level quality benchmarks (QBs).
    3. Work closely with Operations team to develop IPTT with its phased targets aligned with project detailed implementation plan (DIP).
    4. Work closely with Operation team, MEAL, and MIS manager for program KPI reporting, Total reach and SCHP global reporting along with supporting in maintaining QB and output tracker.
    5. Closely liaison with Provincial MEAL team during planning, data collection and reporting of PDM of different activities.
    6. With support of MEAL Officer ensure high quality deliverables for the projects being implemented in field (IPTTs, data collection, data analysis, regular reports, quality benchmarks, etc.).
    7. Build strong relationships with colleagues and provide support as required to ensure MEAL system is understood and supported at CO.
    8. Support on MEAL related capacity building for MEAL and Partners staff in close collaboration with partnership coordinator and Provincial MEAL mangers.
    9. Perform field sites monitoring using QB checklist and work closely with MIS manager to share findings of QBs Tracker on regularly basis with Ops team, TEs and IP staff for improving quality of implemented projects through corrective and proactive measures suggested by Ops/TEs.
  3.  Evaluation & Learning:
    1. Work closely with Sr. Research, Evaluation and Learning coordinator to ensure that project evaluations (TOR development, evaluation/assessment/research studies concept note, recruitment of consultant or internal team, follow on data collection, analysis, report writing and dissemination of findings) are timely made by REL coordinator and REL officer.
    2. Facilitate Provincial MEAL manager, Sr. REL coordinator for payment of consultant and enumerators with support of MEAL and REL officer.
    3. Ensure that evaluation/assessment/research studies learning, data, analysis are properly archived by REL team and learning documents are made available to NBD/TEs for data driver decision making, adaptive & innovative programming, and evidence-based programming design for upcoming opportunities/awards.
  4.   Accountability:
    1. Work closely with TEs to ensure the development of project, gender and context specific Information Plan by them and its rolling by Operations and Implementing partner team within project geographical locations. 
    2. Work in a close coordination with CO Safeguarding team, Provincial MEAL team for establishment of Feedback Response Mechanism (FRM) with availability of multiple proactive and reactive channels to make project a beneficiaries/client responsive by ensuring Do No Harm policy.
    3. Work with ACCM, Safeguarding and MEAL team for designing of culturally, gender appropriate and child friendly IEC site standard Pana flex and other accountability material in local language of project geographical area and its availability to community including women, children, PWDs etc.
    4. Ensure FRM tracker maintenance with support of MEAL officer and Provincial MEAL team.
    5. Facilitate Children and community participation activities to improve community consultation during and before the project implementation.
    6. Work with MIS managers for FRM trackers analysis and ensuring regular monthly and quarterly reporting dissemination to MEAL, Operation, TEs and IP staff to ensure the timely close of incident.  
    7. Participate in Accountability of Affected people (AAP) country working group on behalf of SCI.

 

Internal and External Reporting:

  1. Responsible to ensure that the organisation delivers on all internal M&E requirements in emergency and development programmes in a timely manner and with high quality information, including reporting on SCI Country Annual Report and quarterly Programme Key Performance Indictors (PKPIs) reports.
  2. Facilitate MEAL lead with support of MEAL officer for timely and accurate internal and external reporting of MEAL related data to CO, ARO and Pakistan Humanitarian Forum (PHF) including SitRep.
  3. Support Head of MEAL to facilitate during BvA meeting with support of Provincial MEAL manager on spending of MEAL allocated budgets.
  4. Receive regular field monitoring and accountability reports from Provincial MEAL team and ensure its circulation to ensure that agreed action plans are closed.

QUALIFICATIONS

  • Master’s degree in an any discipline

EXPERIENCE AND SKILLS

Essential

  • Minimum of Five years MEAL experience on same level position with extensive proven experience in NBD for log frame designing, MEAL budgeting and activities narrative for both emergency and development contexts,
  • Preferably with solid experience in more than one of the Save the Children priority sectors: education, child protection, rights governance, health and nutrition, WASH, Food Security and Livelihood and Shelter.
  • Experience of analysing quantitative and qualitative data using analysis software
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Strong results orientation, with the ability to challenge existing mind-sets.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Ability to present complex information in a succinct and compelling manner.
