2. Overall goal
To provide training in the identification, management (pharmacological and psychosocial) and referral for selected priority mental health conditions for primary health care providers in IMC targeted districts i.e. Haripur, Mansehra, Lower Dir, Mardan and Swabi using the WHO mhGAP-HIG approach and follow-up clinical supervision to ensure high quality services provision is implemented directly after training.
3. Consultancy Summary
Essential Duties & Responsibilities
To perform this consultancy successfully, an individual must be able to perform each essential function with or without reasonable accommodation
- Provide training in the identification, management (pharmacological and psychosocial) and referral for selected priority mental health conditions for primary health care providers.
- Provide ongoing job supervision and mentoring as well as group and individual supervision for three months.
- Provide oversight and support quality control for mental health service provision including supervision, chart audits, and reporting.
- Support IMC in the update/establishment of referral pathways with specialized service providers and community supports.
- Facilitate multi-disciplinary team meetings and case discussion among more specialized and general health staff.
- Support the integration of mental health at the health facility level by utilizing IMCs MH PHC checklist and standards, providing feedback to clinic and IMC management and supporting sustainable and measurable systems-level integration.
- Liaise with IMC Program Director/MHPSS Coordinator, IMC Health Technical Unit (Global Mental Health Advisor and M&E Advisor) in developing training plans and materials as well as clinical and M&E forms and procedures.
- Work within the framework of the IASC guidelines for mental health and psychosocial support in emergency settings and Sphere standards as well as WHO mhGAP guidelines.
4. Scope of Work:
The assignment is expected to be conducted for 28 working days in the month of October /December- 2023 Specific dates will be discussed with the consultant.
5. Deliverable Description
- Detailed report about the methodology to be used to train staff.
- Develop mental health supportive supervision tool and monthly reporting template to evaluate mental health service progress, based in IMC’s MHPSS comprehensive standard approach.
- A detailed work plan and recommended actions to implement WHO mhGAP Humanitarian Intervention guide.
- 3-month support in reviewing supportive supervision reports, follow up of training work plan and recommended actions to implement.
- Comprehensive detailed report of the assignment. The report content should include but not limited to the following, introduction, methodology, established MH gaps in health facilities, Possible solutions, recommendations pre and post- test evaluation.

7. Application process

Payment
Payments are delivery-based. Any deliverable not meeting the required specifications will have to be reworked and resubmitted at no additional cost. The proposed payment schedule for this assignment is 15 % upon deployment, 60 % upon delivery of 1st (draft training?) report, and 25 % upon validation of the mental health training report. Based on the report and satisfactory performance, payments will be certified by the supervisor.
Title Rights
International Medical Corps shall be entitled to all property rights including but not limited to patents, copyrights and trademarks with regard to material, which bears a direct relation to, or is made in consequence of, the services provided to the organization by the consultant.
Insurance
Consultants are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering their period of service on behalf of International Medical Corps as they consider appropriate. Consultants are not eligible to participate in life or health insurance schemes available to International Medical Corps employees
Taxation
International Medical Corps undertake no liability for taxes, duty or other contributions payable by the consultant on payments under this contract.
Termination of Contract
Either party may terminate this contract before the expiry date of the contract by giving notice in writing to the other party in a period of 3 days, however that in the event of termination on the grounds of misconduct or poor performance by the consultant, International Medical Corps shall be entitled to terminate the contract without notice. In the event of the contract being terminated prior to its due expiry date, the consultant shall be compensated pro rata for no more than the actual amount of work performed to the satisfaction of International Medical Corps.
Others; The consultant will report to IMC’s Program Director and will work closely with IMC’s MHPSS Coordinator and Global Mental Health and Psychosocial Support Advisor.
