U.S. Mission Pakistan is seeking applications from qualified individuals for the Public Engagement Assistant (English Language Programs Coordinator) position in U.S. Embassy, Islamabad.

 

Basic Function of the Position – The incumbent works under the direct supervision of the English Language Programs Specialist or Public Affairs Officer (PAO) designee, and receives work guidance from the Regional English Language Officer, located in Islamabad. Coordinates Mission Pakistan’s Public Diplomacy (PD) English language outreach and engagement working with Established Opinion Leaders professional audiences and Emerging Voices language learning audiences, through English teaching and learning programs in the U.S. Embassy Islamabad Consular District (Islamabad capital region, Gilgit Baltistan, and Azad Jammu Kashmir). The incumbent is responsible for Established Opinion Leaders contacts engaged in English language education within the Embassy Islamabad Consular District. Organizes teacher training and professional development opportunities for English teachers and academics; conceives, develops, and implements professionally-specialized English language learning opportunities for Established Opinion Leaders audiences. Oversees the development and implementation of specifically assigned countrywide programs, and collaborates with Public Diplomacy (PD) Section leadership, the Regional English Language Officer, the English Language Programs Specialist, and English Language Programs Coordinators at three constituent posts (U.S. Consulates General Karachi, Lahore, and Peshawar) on countrywide English language education programs and policy issues. Coordinates Embassy Islamabad PD English language outreach to and engagement with Emerging Voices audiences, reaching youth, minorities, and those who influence them through English teaching and learning programs, projects, initiatives, events, and activities. The incumbent conceives, develops, and implements both in-person and virtual English language learning programs, projects, initiatives, events, and activities designed to promote English language acquisition and learning competencies among priority Emerging Voices audiences. The incumbent develops strong working contacts across Embassy Islamabad offices and agencies whose goals and objectives align or overlap with PD’s English language engagement. Coordinates English language projects across the Embassy to support and amplify the overall impact of Mission Pakistan English language engagement. The position has no supervisory responsibilities.

Qualification Requirements:

Education: Completion of University Degree (16 years of education) in English, Teaching English as a Foreign Language, Education, Applied Linguistics, American Studies, or local equivalent is required.

Experience: Minimum four (4) years of experience in English language teaching and teacher training OR four years of experience in project management for English language education, linguistics, or American Studies is required.

Job Knowledge: The incumbent should be able to gain detailed knowledge of U.S. foreign policy and American interests as they apply to Pakistan and to both the Emerging Voices and Established Opinion Leaders sectors. Should be able to gain general knowledge of U.S. Government (USG) and Department of States (DOS) structures, as well as of Public Diplomacy (PD) bureaus within the DOS. Should be able to gain knowledge of U.S. higher education system, Pakistan education system and Pakistani secondary and tertiary academic institutions, standards of instruction, and English language curricula, latest trends, education policies, and “state of the art” in Teaching English as a Foreign Language. Should be able to have good understanding of the full range of PD tactics and tools designed to engage Emerging Voices audiences (primarily) and Established Opinion Leaders audiences (secondarily), and general knowledge of cross-cultural communications. The incumbent should have good understanding of the attitudes and preferences of both the Emerging Voices and Established Opinion Leaders audience sectors in Pakistan, including the regional, ethnic, social, cultural, linguistic, and other factors and institutions that shape those attitudes. Should have knowledge of typical customer service standards and marketing tools designed to engage specific audience segments, both Emerging Voices and Established Opinion Leaders sectors, in Pakistan, latest trends in audience engagement in related public service institutions such as think tanks, museums, academic institutions and professional training institutes. Should have an understanding of communication trends in the region and internationally, should have familiarity with digital practices and procedures used by, or influential with, Pakistan’s Emerging Voices and Established Opinion Leaders sectors.

Skills And Abilities: Analytic Skills: The incumbent should have strong analytic skills and the ability to conceptualize how best to use PD tools to move Pakistani attitudes in positive ways. Should be able to advise senior leaders of opportunities to promote Mission Pakistan and Embassy Islamabad objectives through English teaching and learning; identify, analyze, predict, and continually assess Emerging Voices and Established Opinion Leaders audience attitudes; and evaluate the impact of projects and modify approaches for best outcomes. Should be able to perceive the emergence of new influencers and adjust operations and programs accordingly. 

Communication/Interpersonal Skills: The incumbent should have an excellent customer relation, interpersonal cross-cultural communication skills, and be able to identify and engage key figures critical to shaping local public opinion. Should have excellent written and oral communication skills, including public speaking, interviewing for evaluation purposes, writing reports, and contributing material for publication in both English and Urdu. Delivers official presentations and conducts professional workshops. The incumbent should be able to tailor communications to fit formal and informal situations and different ethnic, religious, and linguistic cultures and be able to brief on a variety of issues and interpret between English and Urdu for public programs. 

Management Skills: The incumbent should have strong project management skills, including the ability to develop and oversee project budgets and to organize, run, and present professional and educational projects such as workshops, seminars, digital and in-person conferences, panel discussions, lectures, and camps. The incumbent should be able to negotiate agreements with partner institutions and manage their fulfillment. 

Technical Skills: The incumbent should have good keyboarding and data entry skills and excellent familiarity with electronic discovery tools, in particular the internet, and standard information retrieval practices and procedures. Should have thorough knowledge of various computer software programs, specifically Microsoft Word, Excel, graphic design and photo editing software, and PD-specific software, databases, and reporting tools. Able to use social media and mobile platforms, photo and video sharing sites, podcast creation tools, and basic photo and video tools. Should have good numerical skills to be able to develop and manage project and grant budgets; The incumbent should be able to develop descriptive statistical analyses of target audience segments and the impact of English language activities and initiatives.
