The position is located at the Provincial office in Sindh and reports to the Business Development Managers of the project. The incumbent will manage the implementing partners in the province of Sindh.
The PO Contract management officer role is crucial in the management of contracts and ensuring that both parties, the organization, and Partner Organization (PO) meet the contractual obligations. The Officer will provide a valuable service in helping to protect the interests of both parties and provides mentoring and handholding to POs to complete the agreed upon activities, deliverables, timelines and maintains schedules as per the agreed upon financing agreement.
More Specifically the incumbent will:
- Assist in ensuring that financing agreements and amendments are implemented by Partner Organizations in their true spirit.
- Ensure the use of budget/reporting format is consistent and compliant with agreed upon requirements.
- Liaise closely and reports to his/her supervisor on any delays or other difficulties.
- Collect records and monitor information related to contractual arrangements – on audits, inventories, utilization of funds.
- Maintain and ensure that all databases, MOUs, relevant documents, SOEs, etc., are uploaded on MIS.
- Collect and assemble data relating to project activities and provide updated information on project financial and administrative status.
- Follow up and ensure that POs are addressing all concerns of Financial and activity monitoring.
- Investigate queries regarding authorization, delivery or payment, selection and rejection of SMEs, delays in disbursements of grant to SMEs, etc., and ensure timely information and highlight risks and delays to his/her supervisor.
- Provide technical support to partner organizations in effective implementation of the project interventions in coordination and by seeking advice from the Business Development Manager.
- Review and analyse program related documents and reports, maintain a reference system for these documents, follow up on future programs and actions.
- Provide support, facilitate matching grant process from announcement to tracking impact of matching grants.
- Assist in the facilitation and training of SMEs on Business plan development and financial literacy throughout the matching grant process.
- Participate and prepare minutes on different meetings, workshops, and programmes.
- Ensure Data entry of project’s activities by Partner Organization and SMEs.
- Coordinate collection of information from different sources, compilation of information
- Ensure that all POs strictly follow the investment implementation plan and release of funds as per the agreed upon milestones.
- Support the Provincial and PMU Teams in organizing review meetings, and sub-award close-out meetings by arranging the time and venue based on the availability of participants, collecting materials and compiling inputs from participants prior to the meeting, making copies, sending invitations, taking minutes of meeting, updating the action points’ tracker.
Relevant Education, Experience & Required Skills:
A minimum of bachelor’s degree in social sciences and relevant disciplines / Project Management/ Business Administration / Public Administration from an institution referred to in the world higher education data base (http:/www.whed.net/home.php) with a minimum of 05 years’ experience, preferably in social development sector organization/s.
