Purpose

The Project Manager is responsible for the overall planning, coordination, implementation, and management of the Legal Aid and Protection (LAP) Project. The position ensures effective delivery of project activities, achievement of project objectives, compliance with donor and organisational requirements, sound financial and operational management, quality implementation, and timely reporting.

 

The Project Manager provides leadership to the project team while ensuring effective coordination with internal units, government counterparts, IOM, and other relevant stakeholders.

 

Key Responsibilities

Project Leadership and Management

  • Lead the planning, implementation, coordination, and overall management of the project in accordance with approved project documents, donor requirements, and organisational policies.
  • Develop and monitor project implementation plans, activity schedules, operational priorities, and resource requirements to ensure timely delivery of project objectives.
  • Provide strategic and operational leadership to the project team, ensuring effective coordination across all project locations.
  • Monitor project performance, identify implementation challenges, and develop appropriate corrective actions to maintain implementation quality and efficiency.

Programme Oversight

  • Provide technical and managerial oversight to ensure effective delivery of legal assistance, protection, community outreach, capacity-building, and protection monitoring activities.
  • Ensure project activities are implemented in accordance with organisational standards, applicable legal frameworks, protection principles, and approved implementation methodologies.
  • Review implementation progress and promote continuous improvement through regular monitoring, feedback, and adaptive management.
  • Ensure quality assurance of project deliverables and technical outputs prior to submission.
  • Lead development of protection monitoring tools, methodologies, and data collection plans
  • Oversee facilitation of Focus Group Discussions (FGDs) across target locations
  • Ensure all protection monitoring activities comply with ethical data collection principles, Do No Harm, and safeguarding standards

 

Financial and Administrative Management

  • Monitor project budget utilisation and expenditure trends in coordination with the Senior Admin & Finance Manager and project finance staff.
  • Review operational plans, procurement requirements, and resource allocations to support timely implementation.
  • Ensure efficient utilisation and proper management of project assets, equipment, and financial resources in accordance with organisational and donor requirements.
  • Support financial forecasting and implementation planning to ensure effective project delivery.

Coordination and Representation

  • Maintain effective coordination with IOM, relevant government institutions, legal and justice sector actors, humanitarian partners, Bar Associations, and other stakeholders to facilitate project implementation.
  • Represent Inspire Pakistan in project meetings, coordination forums, technical discussions, and monitoring visits as delegated.
  • Facilitate internal coordination between programme, finance, administration, procurement, governance, communications, monitoring and evaluation, and security functions to support integrated project implementation.
  • Support identification and engagement of pro bono lawyers through District Bar Associations, and oversee establishment and maintenance of the pro bono lawyer roster.
  • Lead development of the standardised capacity-building curriculum on legal protection, human rights, referral pathways, and protection-sensitive service delivery.

 

Monitoring, Reporting and Documentation

  • Oversee the preparation, quality review, and timely submission of project reports, implementation updates, and supporting documentation.
  • Monitor implementation progress against approved work plans, budgets, and performance indicators.
  • Ensure accurate documentation, information management, and record keeping throughout the project lifecycle.
  • Support project evaluations, monitoring visits, audits, and donor review processes.

Compliance, Risk Management and Accountability

  • Ensure compliance with organisational policies, donor agreements, financial procedures, procurement requirements, and applicable legal and regulatory frameworks.
  • Identify operational risks affecting project implementation and coordinate appropriate mitigation measures.
  • Promote organisational accountability, ethical conduct, transparency, and effective internal controls throughout project implementation.
  • Coordinate with relevant organisational units to ensure timely resolution of operational and compliance issues.

Safeguarding and Protection

  • Ensure implementation of organisational Safeguarding, PSEAH, Child Protection, Accountability to Affected Populations (AAP), and Code of Conduct policies throughout project implementation.
  • Promote a survivor-centred, rights-based, and protection-sensitive approach across all project activities.
  • Ensure project staff understand and fulfil their safeguarding, confidentiality, and ethical responsibilities.
  • Support accessible, confidential, and appropriate community feedback and referral mechanisms.

 

Other Duties

  • Perform any other duties related to the position, as reasonably assigned by the Supervisor, in line with organisational policies and operational requirements.

Qualifications & Experience

  • Preferably Bachelor’s degree in Social Work, Development Studies, Sociology, Psychology, or a related field
  • Prior experience working with IOM, UNHCR, or within their programming framework is an added value.
  • Minimum 4-7 years of progressive experience in protection programming, or humanitarian work.
  • Demonstrated experience coordinating or supervising field teams across multiple locations.
  • Demonstrated experience managing donor-funded projects, preferably with UN agencies, international organisations, or bilateral donors.
  • Experience supervising multidisciplinary teams and coordinating multi-location programme implementation.
  • Strong experience in project planning, budgeting, monitoring, reporting, partnership management, and donor compliance.
  • Experience working with government institutions, legal and justice sector actors, humanitarian partners, and community-based programmes is desirable.
  • Fluency in both the languages; English/Urdu, required; Pashto and/or Dari an advantage.
