1. About the organization and the project
Participatory Village Development Programme (PVDP) is a non-profit organization established in 1997 and registered in 1998. It supports vulnerable communities in Sindh through poverty reduc tion, community empowerment, resilience-building initiatives, and holistic social change.
With funding from the German Ministry for Economic Cooperation and Development and the Ger man Medical Aid Organization action medeor e.V., PVDP, is implementing a 28-month project en titled “Healthy Communities - Bright Future: Strengthening remote village communities to create healthy livelihoods in rural Sindh, Pakistan” in Mirpurkhas District.
The project aims to improve food security, nutrition, climate resilience, public health, and sus tainable livelihoods among vulnerable rural households through integrated interventions in agri culture, livestock, WASH, health, disaster risk reduction, and community capacity development.
One central activity are Village Community Trainings on the Use and Creation of Kitchen Gardens to strengthen the capacity of rural women to establish and maintain household kitchen gardens using climate-smart and environmentally sustainable agricultural practices.
According to the project feasibility study, the majority of households own small landholdings ranging from one to five hectares. Cotton and wheat are the dominant crops, while vegetable cul tivation is limited. Low household income, poor dietary diversity, and limited access to affordable vegetables have contributed to malnutrition and micronutrient deficiencies among vulnerable families.
To address these challenges, PVDP intends to engage a qualified consultant to conduct fifteen (15) two-day community training sessions for approximately 450 women (around 30 participants per training). Following the training, participating households will receive vegetable seed starter kits and basic gardening tools to establish kitchen gardens adjacent to their homes.

The primary purpose of this consultancy is to design, develop, and deliver fifteen (15) two-day community-based training sessions on organic farming techniques for kitchen gardening for ap proximately 450 women (around 30 participants per training) in 15 target villages of Tehsil Digri, District Mirpurkhas. The training will strengthen participants’ knowledge, practical skills, and confidence to establish, manage, and sustain productive household kitchen gardens that con tribute to improved nutrition, food security, climate resilience, and household income.
The training shall cover practical, climate-smart, organic and environmentally sustainable kitchen gardening practices, including:
✓ Pest management strategies for weeds, insects, rodents, birds, and squirrels using inte grated pest management (IPM) approaches;
✓ Vegetable disease management and early identification of pests and diseases; ✓ Irrigation methods and scheduling, including mulching for water efficiency and weed and in sect control;
✓ Seed selection and vegetable variety selection based on agro-climatic conditions, including seed preservation for the next growing season;
✓ Harvesting techniques for maximum yield and quality; compost making using organic waste; and cultivation of organic vegetables without harmful pesticides and fertilizers; ✓ Low-cost cultivation techniques using recycled containers and locally available materials, and diversified vegetable production for food security, income generation, improved soil health, biodiversity, and household resilience.
2 Methodology
The training will be adapted to the context and challenges of the 15 target villages and the specific needs of approximately 450 women participants. It will use interactive, participatory, practical, and adult-learning methods, including group discussions, practical demonstrations, hands-on exercises, experience sharing, question-and-answer sessions, and field demonstrations, where appropriate. The consultant will ensure active participation of women and focus on immediate applicability at household level.
Timeline
The assignment will cover 40 days: 35 days for conducting the 15 two-day trainings and 5 days for final settlement and submission of the training report. Trainings will be conducted in Sindhi lan guage in the 15 target villages of Tehsil Digri, District Mirpurkhas.

PVDP reserves the right to monitor the ongoing training classes, to ensure the quality of the ser vices.
Specific Tasks and Deliverables
The consultant/training institute is expected to provide the following services with high quality:
a. Prepare and submit a context-appropriate training methodology, agenda, and imple mentation plan for all 15 two-day sessions.
b. Prepare a practical Kitchen Gardening Training Manual in Sindhi, including pictorial guides, covering organic farming, climate-smart kitchen gardening, pest and disease management, irrigation and water efficiency, seed selection and preservation, com posting, harvesting, and low-cost cultivation techniques.
c. Provide the necessary instructional/training materials/handbooks required for the technical delivery of the sessions. PVDP will manage and cover the costs of the venue, catering, travel arrangements, and availability of participants, PVDP also provide the lunch during the training and vehicle facility from PVDP office Mirpurkhas to training venues for Consultant.
d. Conduct and administer pre- and post-training evaluations to assess participants’ learning and knowledge gains.
e. Design and deliver fifteen (15) two-day community-based training sessions, one in each of the 15 target villages, using participatory adult-learning methodologies.
f. Ensure proper registration and regular attendance of participants and encourage ac tive participation throughout the training programme.
g. Provide a comprehensive training completion report in English, including the training dates, participant attendance, topics covered, methodology, key results, photo graphs/evidence where applicable, and recommendations.

The application must contain the following documents:
- One set of this “Terms of References”, signed by the person in charge and with the date of validity of the offer, insofar as the binding period is longer than required. - Consultant declaration (annex I), filled, signed and stamped.
- Declaration of honor (annex II), filled, signed and stamped.
- Cover letter clearly summarizing the consultant’s/institute’s experience relevant to this assignment, proposed daily and overall consultancy rate, and contact de tails of three professional referees related to successful completion of similar as signments.
- Curriculum Vitae (CV) of the consultant/trainer, team leader, and other team members involved in delivering the training programme, where applicable. - Evidence of previous relevant work experience, such as contracts, certificates, completion letters, MOUs, or similar documentation.
- A technical proposal detailing the consultant’s/trainer’s understanding of the ToR, proposed training agenda, contents, methodology, and implementation ap proach.
- A financial offer including the overall cost of all 15 two-day trainings. The finan cial proposal must clearly separate consultancy/facilitation costs and training materials. All costs must include applicable taxes and other associated charges. PVDP will provide the venue, food/catering during the training, participants’ travel arrangements, and participant availability. PVDP also provide the lunch during the training and vehicle facility from PVDP office Mirpurkhas to training venues for Consultant
Bids must comply with requirements a. to b.
According to legal stipulations, we must exclude at this stage of formal and technical review:
- offers received after the submission deadline
- offers where the changes made by the bidder are doubtful
- offers without prices
- not authorized alternative offers
- offers that do not meet specifications outlined in this ToR
In the case that certain documents may be missing from the offer:
☒ the bid will be excluded from the evaluation process.
All types of documents related to the economic evaluation of the offer on the basis of the award criteria (see 5b) cannot be submitted or completed after the deadline for the submission. Offers missing such documents will be excluded of the tender process.
c. Instructions for the bidder
• All correspondence and documents related to the quotation procedure, contracts and re porting must be made in English.

• The price of the offer must be indicated in Pak Rupees (PKR)

• Contract performance by subcontractors is only permissible with the prior written con sent of the client.
• The bidder can withdraw and change its offer at any time until the deadline for the sub mission. All offers sent at the moment of the submission deadline are final.
4. Bidder Eligibility
This tender is addressed to service suppliers in Pakistan. Bidders must meet the following eligi bility criteria to be considered for the award:
1. The bidder must be an individual consultant, training institute, company, or organization with the demonstrated experience and capacity to deliver the assignment. 2. The bidder must be a reliable and financially sound entity with the required human and financial resources to carry out the assignment and must demonstrate valid taxpayer sta tus (filer with NTN number), where applicable.
3. The bidder must fulfill, respect, and ensure the conditions in annex I (consultant declara tion) and annex II (declaration of honor); the bidder should fill, sign, and stamp the two annexes as part of the application documents.
4. The bidder must have an established presence or the ability to operate effectively within District Mirpurkhas.
5. The bidder must have a minimum of three years of proven experience providing compara ble training or consultancy services within Sindh.
6. The bidder must have the human and logistical capacity (training materials and equip ment for technical delivery) to conduct community-based training sessions in the 15 tar get villages.
Additionally, the consultant/trainer (lead consultant if part of a trainer team) must meet the fol lowing eligibility criteria:
a) Proven technical and practical experience in agriculture, kitchen gardening, organic farm ing, or similar fields, demonstrated by an academic degree and work experience. b) A minimum of three years of documented experience in designing and delivering compa rable community-based training programmes.
c) A strong understanding of local culture in rural Sindh and fluency in Sindhi. Bidders, who do not meet these criteria, will be excluded from the procedure.
Bidders must be excluded if the contracting authority/buyer becomes aware that a person whose conduct is attributable to the bidder's company has been convicted of a criminal offence by a court or if a fine has been imposed on the company for a criminal offence or if proceedings are currently pending.
5. Evaluation and award criteria
a. Other exclusion criteria
The offer will be excluded from the procedure, if:
1. It does not include all the documents as listed in 3. b., and is therefore incomplete. 2. The bidder does not meet all the criteria listed in 4. and is therefore not eligible for this tender.
b. Award criteria

☒ The award will be made according to the best price-performance-ratio considering the fol lowing criteria and weighting:
- Financial offer (price): 60%
- Technical offer: 40%
o Technical proposal: 20%
o Profile of the consultant/trainer: 20%
Financial Offer
The financial offer will be evaluated based on the lowest qualified price. The lowest-priced, tech nically compliant offer will receive the maximum score for the financial criterion. All other quali fied offers will be scored proportionally in comparison to the lowest qualified offer. Financial score = Lowest qualified price / Price of the offer being evaluated × 60
Technical Proposal
The technical proposal will be evaluated based on its responsiveness to the Terms of Reference, in particular with regard to:
- Quality and coherence of the proposed training methodology and implementation ap proach;
- Relevance, structure, and practical applicability of the proposed kitchen gardening train ing content;
- Participatory and adult-learning approach, including effective engagement of women par ticipants;
- Feasibility of the proposed implementation plan for 15 village-level two-day trainings.
Profile of the Consultant/Trainer
The profile of the consultant/trainer (lead consultant in case of a trainer team) will be evaluated based on the following criteria:

As part of the selection process, PVDP and its funding partner may hold a preliminary meeting with potential consultants/trainers. PVDP reserves the right to verify information provided by the bidder, including previous work and proposed training arrangements. After the evaluation pro cess, the successful bidder will be informed by written award notification. Through this notifica tion, the contract is concluded and becomes legally effective.
6. Contracting conditions
a. The contract
By submitting your offer, you agree to these terms. The conclusion of the contract occurs at the award of the bid. The signing of the contract, done after the award of the tender, is only a matter of formality. Divergent contractual conditions such as delivery periods, payment modalities, etc. are inadmissible and cause the exclusion of the bidder.
b. Payment conditions
Payment shall be made in Pakistani Rupees (PKR) in three installments:
- 1st installment: 40% at the signing of Consultancy Agreement
- 2nd installment: 40% after completion of 8 two-day trainings.
- 3rd installment: 20% at completion of all training sessions and submission of the train ing programme completion report.
Payments will be processed within one week of invoice submission, after deduction of all appli cable taxes.
c. Cancellation or modification of the procedure
Changes to deadlines or the ToRs, as well as a transfer back to a previous state of the procedure are possible at any time.
A cancellation, transfer back or modification to the procedure is possible at any time and may occur for example if:
- the bidding procedure has been unsuccessful, for example if no qualitatively or financially worthwhile quotations have been received or there has been no response at all, - the economic or technical parameters of the project have been fundamentally altered, - exceptional circumstances or force majeure render normal performance of the project im possible or all technically compliant quotations exceed the financial resources available, - there have been irregularities in the procedure, in particular if these irregularities have pre vented a fair competition
- modifications to the requirements of the German public grant authorities require an adjust ment or cancellation of the tender procedure
In the event of the procedure’s cancellation, PVDP will notify the contractors. If the quotation pro cedure is cancelled before any bid has been opened, all data will be deleted.
In no circumstances is PVDP liable for damages, whatever their nature (in particular damages for loss of profits) due to the modification of the procedure or the cancellation of a bid, even if PVDP has been advised of the possibility of damages. The publication of a procurement notice does not commit PVDP to implement the program or project announced.

7. I will inform PVDP management immediately if there is any change in the above cir cumstances at any stage during the implementation of the contract.
