IRC Office, Building No. 2, Plot No. 270, Service Road North, Sector I-9/3, Islamabad - Pakistan. Proposals must be submitted in separate sealed envelopes clearly marked as Technical and Financial Proposal respectively and return address of the bidder must be mentioned on both the envelopes of the technical and financial proposals.
