The Poverty Graduation of Extremely Poor and Flood-Affected Households (PGEP) is a US$134.2 million project jointly financed by the Islamic Development Bank (IsDB) and the Government of Pakistan (GoP). The four-year project is being implemented under the Ministry of Poverty Alleviation and Social Safety (MoPASS) in 25 of the poorest and flood-affected districts of Pakistan. The project supports the Government’s development priorities under Uraan Pakistan and is aligned with the IsDB Food Response Programme and the Sustainable Development Goals (SDGs), with a focus on reducing extreme poverty and economic vulnerability, promoting sustainable livelihoods and employment, and strengthening the resilience of poor and vulnerable households to climate-induced shocks.
Job Description
- Assist the Grant Manager–Livelihoods in providing technical and operational support to Partner Organizations (POs) for effective implementation of livelihood interventions.
- Support monitoring of livelihood grants, productive asset transfers, skills development, employment, and income-generation activities against approved plans, targets, and indicators.
- Assist in reviewing, validating, and verifying progress reports, beneficiary data, and supporting documentation submitted by assigned POs.
- Ensure timely and accurate MIS data entry and updating for assigned POs, including completeness, consistency, validation, and data quality.
- Provide support during regular field visits and output monitoring to verify beneficiary coverage, delivery of interventions, quality of implementation, and achievement of planned results.
- Support the development and application of monitoring tools, checklists, indicators, benchmarks, and reporting formats for livelihood interventions.
- Assist in identifying data gaps, implementation challenges, and variances, and coordinate with POs for timely corrective actions.
- Support systematic collection, compilation, verification, and analysis of qualitative and quantitative data related to livelihood interventions.
- Provide technical guidance and capacity-building support to PO staff on monitoring, reporting, MIS data management, documentation, and data quality.
- Track livelihood beneficiary outcomes, including asset utilization, skills application, employment, enterprise development, and income generation, and flag issues requiring follow-up.
- Coordinate with the M&E team to ensure timely submission of quality data, monitoring reports, and other Programme information.
- Maintain proper records of field monitoring findings, PO performance, follow-up actions, and implementation progress.
- Support the Grant Manager–Livelihoods in providing regular updates to PMU management on progress, challenges, risks, and required actions.
- Perform any other related duties assigned by the Supervisor.
Qualification & Experience
- Master’s degree or 16-year education preferably in Business Administration, Social Sciences, Agriculture / Livestock, or Project Management or related field from a recognized institution.
- Minimum of 5 years of overall field-level experience, including at least 3 years of experience in monitoring livelihood asset transfer programmes.
- Experience of handling projects including community development and trainings; technical vocational education and livelihoods.
- Good understanding of Skill Development and Employment in the rural context.
- Excellent report writing skills.
- Experience and skills in coordination and relationship management.
