The Poverty Graduation of Extremely Poor and Flood-Affected Households (PGEP) is a US$134.2 million project jointly financed by the Islamic Development Bank (IsDB) and the Government of Pakistan (GoP). The four-year project is being implemented under the Ministry of Poverty Alleviation and Social Safety (MoPASS) in 25 of the poorest and flood-affected districts of Pakistan. The project supports the Government’s development priorities under Uraan Pakistan and is aligned with the IsDB Food Response Programme and the Sustainable Development Goals (SDGs), with a focus on reducing extreme poverty and economic vulnerability, promoting sustainable livelihoods and employment, and strengthening the resilience of poor and vulnerable households to climate-induced shocks.

The Senior Grant Managers will be responsible for overall project implementation at regional level.

Job Description:

  • Oversee the effective and timely implementation of projects across the assigned province/region and districts, ensuring alignment with approved objectives, work plans, donor requirements, and IsDB guidelines.
  • Provide operational guidance to the Grant Management Team, consultants, and Partner Organizations (POs) to ensure quality program delivery.
  • Ensure project assets, services, and interventions are delivered timely and appropriately to eligible beneficiaries, and maintain overall accountability for project interventions, including the performance and compliance of POs.
  • Review POs’ implementation plans, advance requests, financial forecasts, SOEs, annual work plans, and budgets before submission to the Project Director for approval.
  • Monitor project progress against targets and deliverables, identify implementation challenges, and ensure timely corrective actions.
  • Coordinate with support functions, POs, CIs, and other stakeholders to facilitate effective project implementation.
  • Ensure timely and quality project reporting in accordance with donor, IsDB, and organizational requirements.
  • Maintain effective linkages with target households and relevant stakeholders and ensure compliance with approved policies, procedures, rules, and regulations.
  • Perform any other duties assigned by the Project Director.

 Required Qualification and Experience:

  • Master’s degree or 16-year education preferably in Statistics, Business Administration, Social Sciences, Agriculture / Livestock, Project Management or related field from a recognized institution.
  • Minimum of 10 years of overall field-level experience, including at least 5 years of experience in grants & livelihood asset transfer programmes.
  • Ability of implementing/coordinating M&E systems for a development organization
  • Experience of collecting and analyzing qualitative and quantitative data
  • Knowledge of logical framework design.
  • Good understanding of Skill Development and Employment in the rural context.
  • Excellent report writing skills.
  • Demonstrated report writing and presentation skills to the donors and line departments.
  • Supervision and management skills of multi-disciplinary team.
  • Strong interpersonal, relationship and representation skills.
