Job Summary:
CARE International in Pakistan implementing a project to reduce excess morbidity and mortality among vulnerable displaced and host populations in Khyber Pakhtunkhwa. The project will strengthen static health facilities while deploying mobile and community-based services to ensure safe, equitable, and protection-sensitive access to essential health care, nutrition screening, and psychosocial support. The initiative particularly targets women, children under five, pregnant and lactating women, persons with disabilities, and other at-risk groups who face barriers to public services, stigma, and insecurity.
By combining health, nutrition, and protection interventions, the project aims to improve access to maternal and primary health care, enhance early identification and referral of acute malnutrition, and integrate mental health support to reduce stigma. With 130,000 direct beneficiaries, including refugees, undocumented persons, and host communities. It is implemented in close coordination with national authorities, humanitarian partners, and local organizations, ensuring accountability, environmental safeguards, and conflict-sensitive approaches.
To implement this project, amongst other positions, CARE is seeking a Health and Nutrition Advisor. The Health and Nutrition Advisor will be key staff to ensure all project activities are implemented with quality and ensuring the standards. She/he will provide technical assistance to the local partner staff at field level to implement Health and Nutrition activities.
The Health and Nutrition Advisor will provide strategic, technical, and quality assurance leadership to ensure that all health and nutrition interventions are implemented in line with ECHO requirements, international standards, and national protocols.
This position will be based at CARE Country Office-Islamabad with an expectation of 60% travel to field locations.
1- Technical Support for Health and Nutrition Activities and Strategy (30% of the time):
- Ensure a consistent and integrated CARE response to the health and nutritional needs with holistic approach to the health and nutrition programming in the area that creates credibility of our actions. Ensure all interventions comply with:
- ECHO Single Form requirements
- Sphere Standards
- WHO/UNICEF protocols
- National health and nutrition guidelines
- Review and provide feedback on project implementation plans including procurement, distribution, spending plans for timely and quality implementation of activities.
- Supervise the technical work in health and nutrition interventions and provide adequate constructive feedback and render technical support to project / partner teams.
- Ensure that the technical protocols, manuals, guidelines and forms used in the field are consistent to nutrition programming protocols and in line with national guidelines.
- Plan, with local partners, and lead appropriate assessments of health and nutrition needs and capacities in target areas. Analyze assessment data and synthesize findings in the form of concise and timely reports with clear recommendations.
- Ensure strict compliance of project activities with CARE International policies and procedures and with relevant donor regulations and agreements. Analyzes the project activities and results against the internationally validated indicators (Sphere standards and CARE standards) and propose improvements and modifications, if need be, in collaboration with the Team Lead.
- Take lead in devising targeting strategy for CMAM activities in intervention areas in consultation with nutrition stakeholder for effective nutrition outcomes and impacts.
- Work closely with other sector teams in developing SOPs for integrated work modalities to ensure holistic support to food insecure families that result in greater nutrition outcomes.
- Assess, design and implement appropriate training programs to equip and upgrade knowledge and skills of project/ partner teams in the field.
- Build capacity of partners and field teams through structured training and mentoring
2- Effective Monitoring and Evaluation System and Reporting (20% of the time):
- Work in collaboration with MEAL Manager/ Specialist in setting monitoring and performance benchmarks for the health and nutrition program.
- Works with the MEAL dept to review and design M&E plan and data collection tools to support participatory monitoring on progress against, health, SAM and MAM program indicators and train relevant staff of partner.
- Supports, monitors and assist in quality of field data collection, consolidate, analyze and share findings widely for learning purposes and info sharing.
- Contributes to the elaboration by reviewing the reports generated by partner on CARE internal and external reports (proposal, quarterly, final reports), with respect of the formats and deadlines.
- Develop user-friendly reporting templates for monthly activity reports (compilation of the activities on the base(s) and activity report) with a qualitative look at the project and share the consolidated reports with Team Lead.
- Supports partner team to develop quality monthly activity reports presented to the health and nutrition authorities as and when required.
- In coordination with relevant team members at CO, ensure the preparation of a timely program delivery and submitting the donor reports on project activities in compliance with internal CARE requirements and relevant external donor requirements.
- Develop lessons learned and issue logs to inform senior management and EPP with rigorous follow ups and improving programming activities.
- Promote adaptive management using evidence and field feedback
- Ensure Accountability to Affected Populations (AAP) through: Functional feedback and complaint response mechanisms (FCRM), Community consultations and participation, document and disseminate lessons learned, best practices, and case studies.
3- Coordination and Liaison with Govt. and External Actors (20% of the time):
- Support in identifying and participates together with partners to nutrition and health meetings (with NGOs, MoH, UNICEF, WFP, WHO and donors) at field level and Islamabad as required.
- Coordinate with relevant provincial authorities to initiate process of NOC and govt. permission to work in district.
- Coordinate with the provincial health and nutrition cells, and other nutritional NGOs, UNICEF and WFP and other stakeholders and local level.
- Participate regularly in health and nutrition meetings and with all relevant partners at local level and participate to technical coordination forum.
- Collect data from formal or informal meeting with other partners to get information on the nutrition needs in other areas of the country, and propose actions (assessments, surveys, program implementation) accordingly
- Support the Team Lead that coordination and mainstreaming activities arising from alliances/consortia in the country are vigorously followed up.
4- Resource Mobilization and Communication (25% of the time):
- Contribute and provide insights into fundraising efforts related to the scope of nutrition.
- Regularly coordinate with donors and conduct monthly and quarterly meetings with the donors for project updates, challenges, solutions and support required
- Regularly coordinate with partners, visit partner office and project site on monthly basis (additional visits as essential) and conduct partners’ review meetings on quarterly basis.
- Proactively identify new funding opportunities and interact with donors where possible.
- Support in new program designing and technical write ups
- Communicate regularly with project/ partner focal points for follow up, troubleshooting and technical and strategic advice.
- Communicate with the logistics and administration departments in order to have a good follow up of respective departments (supply requests, stocks, pharmacy, etc. and budget and expense follow ups) and solve problems as they arise.
- Communicate with other technical department as necessary
- Communicate externally with the other organizations and authorities on a regular basis under the supervision of Team Lead.
- Ensure compliance with ECHO visibility guidelines (branding, communication materials, field visibility)
- Support preparation of donor briefs, sitreps, and communication products
5- Other responsibilities as assigned: (05% of time)
- Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
A) Qualifications (Know How)
- Bachelor’s in medical sciences (MBBS)- or equivalent in medical sciences.
- Masters Degree in Public Health will be considered an added advantage.
B) Experience/ Technical Skills
- Overall 10 to 15 years of expereince with minum 5 years of senior level technical experience in the health and nutrition sector on similar role with INGO or UN agency.
- Experience of managing or implemeitng health and nutrition projects funded by major donors like ECHO, FCDO, or others.
- Proven experience in emergency health and nutrition programming.
- Strong expertise in: CMAM/IMAM, Primary healthcare in emergencies, IYCF and maternal health.
-Experience in coordination of humanitarian programs focused on health and nutrition.
- Demonstrated ability to identify, recommend and adopt new or changes in technical standards and best practice approaches to ensure rapid, consistent, high quality emergency response strategies and programmes in health and nutrition.
- Demonstrated ability to work effectively with international institutions and agencies, local governments and community leaders and develop multi-stakeholder support for humanitarian priorities and advocacy initiatives
- Advanced knowledge of donors’ guidelines/procedures in humanitarian, recovery, and development settings.
- Experienced in working with funding from major donors especially ECHO.
- Ability to lead program design with thorough analysis of context and problems, identification of goals, objectives and activities and rationale/strategies of interventions
