Established in 1991, Secours Islamique France (SIF) is a relief and humanitarian Non-Governmental Organization (NGO). Member of the Islamic Relief Worldwide (IRW) family, Secours Islamique France helps deprived and disadvantaged communities in more than 30 countries

Our field-based teams work in 3 specific fields:

•           Rescue – Respond to the basic needs of the most vulnerable people

•           Reinforce – Give populations the tools to be autonomous

•           Mobilize – Participate in sensitization and advocacy campaigns

SIF has been working in Pakistan since 2009 on providing humanitarian assistance and development support in the sectors of emergency response, food security, livelihoods, water and sanitation (WASH), education, child protection, and community resilience.

Presently, we are in the process of developing and updating our list of Prequalified suppliers and contractors for rehabilitation and improvement works Project in District Malir and District Kemari, Karachi.

The main criteria for qualified suppliers will be (please select):

Interested suppliers and contractors must submit the following documents together with their expression of interest:

1. Company Profile including organizational structure and core business activities.
2. Valid Registration Documents, including:
• NTN Certificate
• STRN Certificate (if applicable)
• Registration with relevant authorities
• Active Bank Account Certificate or Cancelled Cheque
3. Evidence of Experience:

• The Bidder will have to submit proof of previous experience (Contracts, Purchase Orders) along with proof of successful completion and delivery of the Contracts and Purchase Orders in the last three years.
• The proof should be in the form of Goods Received Note (or similar). You must prove to us that you have done similar projects in the past three years, specifically in Rehabilitation works/Maintenance work.
• The minimum cumulative value that will be accepted for the Contracts and Purchase Orders will be PKR: 15,000,000.

4. References:
• Contact details of at least three previous clients.
• References from NGOs, INGOs, UN agencies, or government institutions are preferred.
5. Technical Capacity:
6. List of available technical staff and key personnel: Workers, engineers, supervisors.

6. Compliance Requirements.
• Signed declaration confirming compliance with applicable labor laws.
• Commitment to anti-fraud, anti-corruption, safeguarding, child protection, prevention of sexual exploitation and abuse (PSEA), and environmental protection principles.
7. Tax Compliance:
• Latest tax return acknowledgement and proof of active taxpayer status.

Important Note:

• Submission of an Expression of Interest does not guarantee inclusion in SIF's prequalified supplier database. SIF reserves the right to verify all information provided, request additional supporting documents, conduct site visits, and reject applications that do not meet the required standards

• Incomplete applications or applications submitted without the required supporting documents may not be considered.

• Only suppliers meeting the minimum eligibility requirements will be contacted and requested to complete the Supplier Prequalification Questionnaire within seven (7) calendar days

• SIF reserves the right to request original documents for verification, conduct site visits, verify references, and reject incomplete or misleading submissions

Secours Islamique France (SIF) intends to prequalify qualified contractors and suppliers for rehabilitation, repair, maintenance, and improvement works in schools located in District Malir and District Kemari, Karachi.

The selected contractors may be invited to participate in future restricted tenders and/or framework agreements for the implementation of the following activities:

 School Rehabilitation and Improvement Works

The scope may include, but is not limited to:

A. WASH Facilities Rehabilitation

• Rehabilitation and repair of existing latrines and toilet blocks.
• Construction or rehabilitation of handwashing stations.
• Installation, replacement, or repair of water storage tanks.
• Installation and replacement of taps, faucets, valves, and fittings.
• Installation, repair, or replacement of water supply pipelines and drainage systems.
• Leak detection and repair works.
• Installation of water filtration units.
• Installation of drinking water coolers.
• Water supply connections for filtration units and water coolers.
• Testing and commissioning of installed systems.

B. Civil and Structural Works

• Minor construction and rehabilitation works.
• Concrete works including flooring, ramps, pathways, foundations, and plinth protection.
• Masonry and plastering works.
• Repair of walls, ceilings, and damaged structures.
• Installation and repair of roofing elements.
• Tiling works where required.
• Excavation, backfilling, and site restoration works.

C. Carpentry and Metal Works

• Repair, replacement, and installation of doors and door frames.
• Repair and installation of locks, handles, hinges, and accessories.
• Fabrication and installation of metal fixtures where required.
• Repair of windows and associated fittings.

D. Electrical Works

• Repair and replacement of electrical wiring.
• Installation of switches, sockets, circuit breakers, and distribution accessories.
• Installation and replacement of lighting fixtures and bulbs.
• Electrical connections for water coolers and filtration units.
• Safety testing and commissioning of electrical systems.

E. Painting and Finishing Works

• Surface preparation and repairs.
• Internal and external painting works.
• Protective coatings and finishing works.
• Painting of classrooms, offices, WASH facilities, and common areas.

F. Site Cleaning and Waste Management

• Removal of construction debris.
• Cleaning of work areas upon completion.
• Proper disposal of waste materials in accordance with local regulations.

General Requirements

The selected contractor/supplier shall:

• Conduct site visits when required.
• Provide all labor, materials, tools, equipment, transportation, supervision, and consumables necessary for the completion of works.
• Comply with all applicable Pakistani laws, regulations, and standards.
• Adhere to occupational health and safety requirements.
• Ensure quality workmanship and use of approved materials.
• Maintain a safe working environment for students, teachers, and school staff.
• Complete works within agreed timelines.
• Rectify defects identified during inspection or warranty periods.
• Comply with SIF safeguarding, anti-fraud, anti-corruption, child protection, and PSEA requirements.
