Position 1

Position Objective

Overall management of mission accountancy, dealing with banks, allocation of expenses in saga, coordination with banks, liaising with tax consultant & bases for day to day backstopping. Also responsible for checking capital office payroll & overall processing of mission payroll online. Leading in withholding taxes deduction & on-time submission to Government treasury. Providing support to field on need basis. Actively support in annual & donor audit, any other tasks assigned by supervisor

Relevant Experience

Bachelor's Degree in relevant field and/or relevant technical qualification

Minimum 02 years of overall experience and 01 year in relevant field in development sector

Fluency in written and spoken English required.

Strong communications skills with exceptional ability to articulate complex issues in a clear comprehensible manner to a wide variety of stakeholders

Excellent writing skills, ability to deliver high quality proposals and documents with tight deadlines

Excellent computer skills

Ability to work in a diverse environment

Ability to work under immense pressure, ability to multi-task and juggle several tasks and relationships at one time

Excellent communication skills, experience in representing an organization

Job Description:

Mission 1: Accountancy

Handling of Cash & Bank books of ISLAMABAD Office, checking of all logistics submitted payments document wise, allocation of expenses to correct accounting & Donor codes. Preparation of month end cash counts for cash box & safe box (PKR, USD) also preparation of bank reconciliation of Islamabad bank accounts & other unused bases bank accounts. Cash management policy updating, Coding & stamping cash & bank books on monthly basis. Compilation of full accountancy & checking with respect to description, accounting code & budget line & sending it to Finance Officer. Follow up on cash & bank advance

Mission 2: Financial Management

Support to Finance Officer in partners payments & monthly accounting closure 

Mission 3: Treasury

While making payment ensuring expenditures are in line with the forecast prepared. Coordinating with bank for EUR conversion & preparation of funds transfer plan. Also supporting field offices in case of excess/shortage of funds. Also ensuring low balances in hand on month end. Also responsible for clearing all payments at time of base closing 

Mission 4: Coordination

Dealing with bank accounts, follow up with banks on day to day issues, backstopping with base on Day to day issues, monthly meetings with field finance, Field visits, Pre-audit visit

Mission 5: Taxation

Correct deduction of withholding taxes from all payments, Verifying tax rates percentages on all payments, Checking of bases taxes deductions, Compiling all withholding taxes details of mission, Timely submission to Government treasury i.e. 3 to 4 times in a month, Responding to FBR notices that we received from time to time with help of tax consultant & Finance Manager 

Mission 6: Payroll & Support to field 

Checking Islamabad payroll & also processing bases payroll from Islamabad account via S2B, preparation of saga entries for all payroll (NHR_ALLOC tool). Field visits, temporary allocation in case of gap in field offices, also include monitoring in cash disbursement. Day to day operations support to field finance 

Mission 7: Support to field

Support in annual & donor audit & also responsible for archiving & scanning of Islamabad finance documents

Mission 8: Ensure compliance with ACFs gender equality, child protection sensitivity and safeguarding policies

This position is responsible for:

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability
