Project Name and Scope.  The USAID Tuberculosis Local Organization Network (TB-LON) Activity.

The purpose of the USAID Tuberculosis Local Organizations Network (TB-LON) Activity is to strengthen the Tuberculosis response through a demand driven, person-centered, and community-led approach in Sindh province. The principal aim of this activity is to strengthen the TB response through a demand driven, person-centered and community-led approach starting from 6 districts including Karachi East, Karachi Keamari, Karachi Central, Badin, Jamshoro and Matiari, and incrementally scale up this approach in a phased manner to 12 districts. USAID TB LON Activity aims at setting in motion a highly comprehensive, innovative model with community engagement and leadership throughout the cascade of care. The prime objectives of the USAID TB LON Activity are to find the missing people with TB, expand access to Tuberculosis Preventive Therapy (TPT), and improve Drug Resistant Tuberculosis (DRTB) treatment outcomes.

USAID TB LON Activity will orient and recruit different community members as TB Champions, including TB survivors, volunteers, healthcare workers including Lady Health workers (LHWs), EPI/polio workers, vaccinators, religious leaders, and students for supporting screening, identification of people with TB, initiation of treatment and follow up. The LHWs will be engaged in LHW covered areas while others (as mentioned above) will be engaged in LHW un-covered areas, to enhance TB case finding and support in treatment adherence & follow up.

Reporting Responsibilities.  For all routine responsibilities and duties, either directly or indirectly related to this position description, the individual holding this position shall report directly to, and be supervised by, the Deputy Chief of Party (DCOP), or his/her designee.

Position Objective.

The Capacity Building Consultant will be responsible to review and update the existing TB related LHWs’ training material including LHW manual and Sehat ki Dastak, and build capacity of master trainers and TB champions.

Scope of Work.

The Capacity Building Consultant will undertake the following tasks:

  • Review the current TB related sessions of the “LHW Manual” and "Sehat ki Dastak" including the content, structure, and methodologies.
  • Conduct a needs assessment to identify gaps and areas for improvement in the existing material.
  • Update the training material to incorporate new WHO guidelines, national guidelines, and current evidence-based practices.
  • Develop interactive and engaging training materials, including presentations, handouts, and activities, to support the delivery of the updated material.
  • Conduct training-of-trainers (ToT) sessions for master trainers who will subsequently train TB champions.
  • Facilitate capacity building sessions based on the revised material and provide ongoing technical support and mentoring to master trainers to ensure effective implementation of the revised training material.

Deliverables. 

The Capacity Building Consultant will be expected to deliver the following:

  • An inception report on the methodology and tentative plan to carry out the task.
  • Documentation of the review of the TB related sessions of the “LHW Manual” and "Sehat ki Dastak", including the content, structure, and methodologies.
  • An updated version of the TB module of the LHW manual and "Sehat ki Dastak" complete with revised content, methodologies, and training materials including training guide.
  • Training materials developed for the trainings, including presentations, handouts, and interactive activities.
  • Documentation of ToT sessions conducted for master trainers, along with training assessment reports.
  • Training sessions conducted for TB champions, including agendas, attendance records, and assessment forms.
  • Ongoing technical support documentation and progress reports detailing support provided to master trainers and TB champions.

Educational Requirements and Qualifications. 

The individual holding this position shall possess the following:

  • Master’s or equivalent degree in Public Health are highly desirable.
  • At least ten years of relevant experience of working with LHW program.
  • Demonstrated experience in developing and delivering training programs, particularly in the context of LHWs.
  • Strong facilitation and communication skills, with experience of working with diverse groups and stakeholders.
  • Familiarity with the role and responsibilities of LHWs or community health workers.
  • Ability to work independently and collaboratively in a team environment.
  • Excellent computer skills such as MS Office will be preferred.

Estimated Duration of Assignment and Location. Short-term 40 days over a period of 03 months. This consultant position will be based in Islamabad, Pakistan with travel to project districts in Sindh province.
