CONTEXT           

ICRC Physical Rehabilitation Program (PRP) in Pakistan encompasses partnerships with governmental, semi-governmental and non-governmental institutions, aiming to respond to the needs of persons with physical disabilities, ensuring accessibility to quality and sustainable physical rehabilitation services. After an expansion of PRP’s initial scope, a consolidation strategy is under process, focusing on the original mandate of providing quality and sustainable services to PwDs, residing in ICRC’s priority areas. Therefore, PRP seeks to increase and improve the quality of the services, while maintaining a sustained and coherent supply chain to meet the needs of the supported centers. To achieve that, the P&O will provide close supervision of the quality of the services and the supply chain for partner PRCs across Pakistan, including Rehab Initiative.       

PURPOSE

Ortho-prosthetist 2 contributes to implement all physical rehabilitation activities in accordance with the defined strategy and objectives, particularly in relation to improved quality and capacity of prosthetics and orthotic services. S/He is a member of an interdisciplinary technical support team, which ensures a people centred approach in the ICRC supported centres and provides the necessary technical support so the partner can deliver good quality and sustainable services to PwDs. As an expert in P&O services, s/he is responsible for overseeing all supply chain related matters to guarantee a sustained material provision to all partner PRCs, ensuring continuity of service provision. In addition, the P&O will support Rehab Initiative as a preferred source for providing necessary materials, components and tools as well as training.

RELATIONSHIPS

Internally: PRP Manager, PRP Team Leaders, P&Os, Physiotherapists, Administrative Officer, Logistics, other relevant departments within ICRC.

Externally: Rehab Initiative, ICRC supported centres staff (storekeeper, P&Os, PTs), PRC managers, local suppliers, local health authorities.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.

ACCOUNTABILITY AND RESPONSIBILITIES

 

Technical Responsibilities

  • Assesses P&O service provision needs and other PRC management aspects (human resources, data collection, material forecast, patient flow, stock management) in ICRC supported PRCs, through close monitoring and regular feedback with partners. Plans further actions on a quarterly basis and implements activities, to address identified gaps and to improve the quality of the service provision.
  • Assumes the role of liaison between ICRC PRP and the designated partner PRC and is responsible for overseeing, evaluating, planning, implementing, evaluating, and following all relevant activities within this PRCs.
  • Ensures that prosthetic and orthotic services are assessed and defined regarding the population in need of physical rehabilitation, in coordination with the physical rehabilitation project team and in close collaboration with ICRC supported centres staff.
  • Promotes the best clinical practice based on internal guidelines and international validated recommendations in the ICRC supported PRC, in coordination with its P&O staff and is actively involved in discussing service provision standards for P&O devices, under the framework of an IDT approach.
  • Proactively engages in providing hands-on, on-the-job training and coaching to the staff of ICRC-supported (PRCs) by illustrating and demonstrating practical manufacturing and delivery of P&O devices (casting, rectification, bench and static alignments, fitting, training and quality control checks)
  • Supervises and monitors an effective use of ortho material and other resources allocated for service provision.
  • Plans, organizes (and conducts, if needed) any formal training according to identified needs or gaps. Coordinates with external partners if needed.
  • Conducts the Technical Assessment (TA), in agreement with project objectives, upon visiting the partner PRC, analyses data, plans for actions, collaborates in report drafting and communicates the results with PRC.
  • Collaborates with the Social Inclusion Advisors in the preparation, organization (and completion, if needed) of the Beneficiary Feedback (BF) exercise in the ICRC partner PRCs.
  • Actively monitors DCMS implementation, by providing technical support to the partner PRC, in regard to Open MRS and Odoo data entry platforms.
  • Contributes to the implementation and monitoring of the different ICRC/PRP management tools like ISPO Cost Calculation, and other upon request, in agreement and coordination with partners.
  • Coaches and supervises the collection of accurate data of DHIS in the ICRC supported PRCs, and doublechecks data before ensuring is shared with focal point person in due time.
  • Takes responsibility for all wheelchair service provision matters, with partner PRC where the provision has been implemented, including but not limited to the assessment of service provision, wheelchair distribution, technical support, and training under different forms.
  • Engages in an active communication with partner PRCs and wheelchair supplier, to collect and analyse feedback regarding product features and specifications, to ensure products can be improved to correspond beneficiaries needs.

 

Supply Chain Responsibilities

  • In close collaboration with technical team, supervises and monitors stock positions reports of all ICRC supported PRCs, on a quarterly basis.
  • Calculates material needs for all partner PRCs, utilizing the material forecast tool and based on stock position reports, production figures and human resources available in the PRCs.
  • Crosschecks material requests from ICRC supported PRCs to ensure resources are appropriately and efficiently used, with the support of the PES team leaders.
  • Generates SR in IRIS platform to order required equipment, tools, material and components from ICRC stock.
  • Crosschecks and validates material requests processed in DOMS (RI’s Distribution Order Management System) from partner PRCs and ensures these are properly monitored.
  • Communicates with partner PRC until the goods are delivered. Ensures distribution certificates and packing lists are duly and timely uploaded in the Distribution Portal, after goods are received by the partner.
  • Assists in setting a contingency stock based on PRP operational priorities and linked to the delegation contingency plan. Defines list of items and quantities in collaboration with PRP team.
  • Accompanies and follows CDP process, ensuring material forecasts are appropriately and timely held, ensuring a sustained distribution to the partner PRCs.
  • Contributes to items specifications, assessment of product feasibility, procurement in local market, upon request and in collaboration with ICRC Logistics colleagues.
  • Actively plans the annual forecast of materials based on operational plans (number of structures, production figures) and defines list of items and quantities required.
  • Acts as the focal point for all Rehab Initiative matters related to supply chain, material forecast and distribution and stock management.

 

Administrative

  • Plans and organizes monitoring and follow-up visits to PRCs by following internal procedures carefully (FTN, NOC, other notifications).
  • Contributes to report drafting and/or records events, activities, guidelines including field visit report, assessment report, and others upon request.

ADDITIONAL DUTIES

  • Replace technical supervisor staff when needed.
  • Follow-up on all work-related messages and correspondences with the relevant contacts ad departments.
  • He/she is aware of the delegation objectives and strategy and has a good knowledge of the Movement.
  • Is aware of the delegation’s objectives and has a good knowledge of the partners and other contacts relevant to the position.
  • Takes responsibility for their own professional learning and development.
  • Represents ICRC in an appropriate manner during the activities, in meeting and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.

 

REQUIREMENTS:

  • Minimum 4 years working experience as an ortho-prosthetist, with at least 2 years with a wide scope of practice.
  • Experience in an international context a strong asset.
  • Teaching experience and/or skills are an asset
  • Experience in working in a multi-disciplinary team an asset.
  • Experience with international NGOs, the International Red Cross and Red Crescent Movement and or multicultural or low-resource contexts are strong assets.
  • Bachelor or equivalent with a valid licence to practice in Pakistan
  • Relevant additional degree (rehabilitation techniques, public health)
