Job Description:
Organizational Context and Scope :
Under the overall supervision of the Programme Coordinator (Protection) and the direct supervision of the Programme Officer (GBV), the Child Protection Team Leader will be responsible for overseeing the provision, planning, coordination, implementation, and monitoring of IOM Pakistan’s child protection activities, as part of IOM’s emergency response to the Afghanistan crisis in Pakistan.
Responsibilities and Accountabilities :
- The Child Protection Team Leader will ensure appropriate support for children through the following areas of responsibilities.
- Assist the Programme Officer (GBV) in developing, managing and monitoring child protection related activities and supporting the integration of child protection interventions in the Protection Unit, and lead the coordination with other IOM units/divisions, as needed;
- Lead the supervision, mentoring and on-the-job coaching of the Child Protection Case Workers, and assist them in the provision of child protection case management in the field by providing technical guidance, conducting quality control of case management services and endorsing relevant assessment and tools, in line with child protection case management standards.
- When required, take the lead and directly conduct child protection case management to support sensitive at-risk cases, in close coordination with the Programme Officer (GBV) and the Programme Coordinator (Protection). n;
- Supervise Child Protection Case Workers during the drafting of Best Interest Determination (BID) and Best Interest Assessment (BIA) reports, revise the BIDs and BIAs and ensure accuracy of information before submission to Programme Officer (GBV).
- Contribute to outreach efforts by conducting activities in the field, coordinating with other IOM units/divisions and partners, and developing and disseminating information dissemination materials on a range of protection issues, specifically on child protection.
- Ensure that accuracy and timeliness of data and information on child protection cases and assist in the Programme Officer (GBV) in development of reports, analysis and monitoring of progress indicators collected on child protection and assist in developing Standard Operation Procedures (SOPs), in line with global and IOM standards.
- Oversee and coordinate child protection activities in the field and build the capacity of Child Protection Case Workers.
- Participate in inter-agency child protection related fora, working groups, case management task force, workshops, seminars and other meetings, in close coordination with the supervisor.
- Assisting with other tasks, as needed.
Required Qualification and Experience :
Education :
- Bachelor’s degree in Political or Social Sciences, Development Studies, Social Work, Human Rights, International Relations or Law, or other related field from an accredited academic institution with 5 years of relevant professional experience in Child Protection.
- High School Degree/Certificate in above mentioned related field with 7 years of relevant professional experience in Child Protection.
- Strong experience working on child protection case management, as well as other relevant thematic areas, such as general protection, gender-based violence (GBV) or counter-trafficking (CT), including working in direct contact with beneficiaries.
- Good experience in providing trainings and capacity building opportunities on child protection to various target groups.
- Understanding of the protection sector in Pakistan, and existing referral pathways, and demonstrated knowledge of principles applying to safe referrals.
- Experience in liaising and coordinating with external actors and relevant service providers.
- Understanding of critical issues around informed consent and data protection principles.
- Knowledge of financial and administrative management.
- Advanced computer skills and literacy (MS Word, Power Point) and proficiency in Excel.
- Knowledge of the Afghanistan crisis in Pakistan and understanding of issues related to Afghan migrants and host communities in Pakistan.
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
- Knowledge of International Public Sector Accounting Standards (IPSAS).
Languages :
Required :
- Fluency in English and Urdu is required (oral and written).
Desirable :
- Working knowledge of Pashtu and/or Dari.
