Relevant Experience: MBBS or Masters degree holder of health, public health, and or in any relevant field. Overall 07 years Experience and 5 Years of Experience in relevant field in development sector. Experience in emergencies and early recovery with a focus on health, mental health and nutrition projects.

Job Description:

Mission 1: Provide Technical Leadership and ensure effective project and partner management

  • Responsible for the overall management, implementation, reporting and coordination of health & nutrition project in compliance with ACF and donor regulations.
  • Oversighting integration of cross cutting themes, nutrition, DRR, gender and protection.  
  • Supervise, mentor and support the partner in implementation of the emergency health & nutrition project project activities.
  • Oversee administration of project budget, including control and monitoring of project related expenditures.
  • Ensure timely procurements (items, consultancy, and services): in coordination with the Logistic department. Ensure timely payments to all vendors.
  • Reporting: Ensure the preparation of weekly, monthly, annual and end of project reports as required by ACF, Government, donors and other key stakeholders. Work to ensure that all reports are accurate, comprehensive, well documented and timely submitted to ensure the credibility of the project.
  • Project Monitoring: Plan, supervise, monitor and give technical inputs for health care service provision.
  • Contribute in the finalization of monitoring and program tools in collaboration with the Tech HOD and MEAL Dept, and build capacity of project and implementing partner staff and volunteers on the new tools and procedures 
  • Quality Assurance of healthcare service delivery by the Implementing partners
  • Ensure continual monitoring of the project's progress to ensure that the project systems are working to achieve specific objectives and results. Maintain ACF accountability standards.
  • Project Archiving: Ensure that all of the project data is timely and efficiently archived during at end of the project period as per ACF SOPs.
  • Provide strong leadership of the assigned integrated projects, working to ensure both short / long-term positive impacts and outcomes for the beneficiaries, and local authorities.
  • Effective networking: Coordinate with District health offices, Provincial health department, nutrition directorate and relevant offices for implementation of Integrated health services from primary health facilities. Maintain close working relations with Health partners, UN Agencies, Provincial Nutrition Working group, provincial CAR offices and district administration for coordination, representation of ACF, progress updates and identification of areas for collaboration. Maintain good information sources and communications with key stakeholders and national and international NGO's working in the operational districts. 

Mission 2 : Organize and provide support to communities and beneficiaries as per project objectives and strategies

  • To participate in the training of beneficiaries according to the project requirements and in collaboration with the Community Mobilization Team;
  • Conduct capacity building need assessment and establish technical areas that requires training and on job support among the team.
  • Ensure that project IEC material for Health & Nut is standardized and support with contextualization.
  • Coordinate the provision of technical advice for the implementation of activities;         
  • Organize and implement activities of the project;
  • Ensure the coherence of the different activities of the programs in collaboration with other Field staff;
  • Participate in debriefings with the Field teams and other internal and external stakeholders;
  • Ensure good working relationship between government extension services and communities.

Mission 3: Reporting

  • Plan, supervise, monitor and give technical inputs for health care service provision at selected healthcare facilities.
  • Ensure regular monitoring and technical supervision for PHC at the selected HCFs
  • Technical lead for CMAM and IYCF-E, support and monitor the health & nutrition officers for implementation of outreach components in selected districts for program implementation (operations and quality implementation).

 Mission 4: Implement the Security Plan in the project sites

  • Collect and report any new security information, incident or any change of the context to the Field Supervisor;
  • Respect the security guidelines as set in the Security Plan. 

Mission 5: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability
  • Inform the direct line manager and technical supervisor of any professional problems encountered in the field;
  • Conduct all duties in a professional manner following ACF regulations and charter;
  • Be flexible and adaptable with regards to the implementation of the daily work;
  • Explain the project’s activities and objectives to partners and the population;
  • Act as a link between the organization and the beneficiaries;
  • Propose possible improvements;
  • Respect working conditions on the field, especially security rules;
  • Explore areas for the new and innovative interventions.

Specific skills needed to perform the function

  • Experience in emergencies and early recovery with a focus on health, mental health and nutrition projects
  • Deep understanding of local cultures in the area of implementation of the project;
  • Possess excellent understanding and skills in management of multi sectorial emergency response & recovery projects.
  • Knowledge of local languages of the area of implementation of the project.
  • Team work spirit;                                                                                                         
  • Ability to take initiative where appropriate to deal with difficulties encountered in daily work;
  • Capacity of working long hours;
  • Knowledge of English.
