Qualification:

• Master’s degree in Development, Social Sciences, engineering management, water management , LRM, forestry , Economics, Statistics or a related field.
• Diploma or certification in M&E would be an advantage.
• At least 6 to 7 years of experience in M&E, particularly in result-oriented programmes.

Key Responsibilities

• Develop the overall M&E system for the programme including M&E plan and log frames.
• Design and implement tools for monitoring programme processes, progress, outputs, outcomes, and contextual factors.
• Ensure alignment of monitoring activities with donor requirements and the organization’s strategic plan.
• Monitor ongoing activities to ensure adherence to planned objectives and timelines.
• Conduct regular field visits to observe and verify programme implementation.
• Assess immediate outputs and outcomes of programme interventions.
• Use surveys and field observations for data collection to evaluate progress and impact.
• Develop tools and indicators to monitor external factors that could influence programme implementation.
• Track contextual changes and provide timely updates, recommending adjustments to programme strategies as necessary.
• Train and mentor field M&E staff to ensure consistent, high-quality data collection and monitoring practices.
• Design and lead formative, summative, qualitative, and quantitative assessments and evaluation studies.
• Analyze qualitative and quantitative data to derive insights and support decision-making.
• Ensure data quality through regular validation exercises, and adherence to international, donor, and organizational M&E standards.
• Develop and maintain an efficient database/MIS for data collection, storage, and analysis.
• Ensure the MIS is user-friendly, accessible to relevant stakeholders, and provide training to district M&E staff as needed.
• Maintain accurate documentation and storage of all M&E data for reporting purposes.
• Collaborate with programme teams and head office to ensure cohesive efforts in evaluation and quality management.
• Refine programme indicators to align with the results framework and donor expectations.
• Develop and maintain an indicator reference sheet/tracking table based on the log frame, ensuring timely and accurate reporting.
• Prepare initial drafts of technical implementation reports at the Programme Support Unit (PSU) level.
• Support finalization of donor reports by providing relevant and timely M&E data.
• Ensure all reporting complies with donor and stakeholder requirements.
• Prepare regular reports on monitoring and evaluation activities at agreed frequencies.
• Document lessons learned, best practices, and case studies to guide future programming.
