Scope of Work – Field Monitor

Project Background

As part of the post 2022 floods recovery in Sindh, Sindh People’s Housing for Flood Affectees (SPHF), is leading a resilient housing reconstruction program for about 2.1 million households and carries a vision to systematically assess various flood affected settlements in Sindh to develop Climate Resilient Settlement Development Plan (CRSDP) with the technical support of CRS. This process is crucial for setting up, upgrading, and sustaining essential community infrastructures to improve access to basic public services. These plans would also help carry out the land entitlement process to vulnerable communities in Sindh.

Assessment teams will work extensively in the communities for the collection of data from households and other stakeholders. In this context, the role of a Filed Monitor is critical in ensuring the efficient execution of this short-term assignment, directly contributing to the success of this transformative initiative.

Purpose of the Position

The Field Monitor for Data Collection is responsible for gathering, verifying, and reporting data from selected villages as part of a structured sampling approach. The Field Monitor will collect data from 4% of households in each village, ensuring accuracy, reliability, and compliance with project guidelines.

 Key Responsibilities

Data Collection & Sampling

  • Conduct data collection from 4% of households in every village as per the sampling plan.
  • Use standardized tools such as mobile data collection apps Kobo Toolbox
  • Ensure that selected households are representative and meet the project’s sampling criteria.
  • Verify data accuracy by cross-checking responses and identifying discrepancies.
  • Ensure that informed consent is obtained before data collection and that all ethical guidelines are followed.

Field Monitoring & Quality Assurance

  • Monitor the implementation of data collection activities and ensure adherence to protocols.
  • Identify and report any data inconsistencies, misreporting, or gaps in data collection.
  • Maintain high-quality data by following standard operating procedures (SOPs).
  • Ensure the integrity and confidentiality of all collected data.

Reporting & Documentation

  • Submit daily and weekly reports detailing the number of households surveyed, key findings, and any challenges faced.
  • Maintain organized records of all collected data, including digital and physical copies as required.
  • Provide summary reports highlighting key patterns, issues, and recommendations for data quality improvement.
  • Report any security incidents, fraud, or violations of data collection guidelines.

Stakeholder Engagement & Coordination

  • Coordinate with community leaders, local authorities, and field office staff to facilitate smooth data collection.
  • Address any concerns or queries from community members regarding the survey process.
  • Work closely with other field staff and enumerators to ensure the sampling approach is consistently applied.

Compliance & Ethical Considerations

  • Follow ethical research principles, including maintaining respondent anonymity and confidentiality.
  • Ensure that data collection activities adhere to organizational policies, donor requirements, and data protection regulations.
  • Report any ethical concerns, misconduct, or issues affecting data reliability and transparency

 

Deliverables

ü  Completed survey forms covering 4% of households in each village.

ü  Daily and weekly reports summarizing data collection progress and key observations.

ü  Final report summarizing findings, challenges, and recommendations.

ü  Incident or compliance reports, if any irregularities occur.

 

Working Conditions

ü  Extensive travel to multiple villages for data collection.

ü  Work may require long hours in remote areas under challenging conditions.

ü  Adherence to security and safety protocols as per organizational guidelines.

 

Payment Terms:

ü  Payments will be processed within 30 days of invoice submission.

ü  The consultant is required to work in person at the office for full week.

ü  The contract is deliverable based but should allow for some light additional support as requested by the CRS/SPHF Program Team Leader.

ü  This position requires 50% field travel by the consultant.

 

Reporting relationships

The Field Monitor will be in contact to MEAL Officer directly and will collaborate closely with Cluster Manager and Data Quality Assurance Officer other relevant field staff

Duration of Contract:

Contract for the Field Monitor will be daily basis and number of working days will be different for different locations based on location/activity requirement.

 

Note: These are SPHF based positions, and CRS is only supporting the recruitment process.
