Consultancy Objectives:
Strengthening Participatory Organisations (SPO), as the Resource Partner for British Council Aawaz II, seeks the services of a technical consultant to provide technical input to this initiative. This is senior level role, expected to provide technical support and inputs to DSPs and be responsible for the successful execution of Accelerating Social Change initiatives as well as meeting the expected targets and impact. S/he will be instrumental in reviewing and refining the supported social change initiatives, in connecting to relevant stakeholders, and ensure the timely delivery of project interventions to maximise the impact of the social change through Aawaz II, in accordance with the scope of work. The position is based in Islamabad and reports to the SPO, with dotted line management in Aawaz II PMU and technical team.

Scope and Objective of Work:
The consultant is expected to provide technical support and inputs to DSPs and be responsible for the successful execution of Accelerating Social Change initiatives as well as meeting the expected targets and impact. S/he will be instrumental in reviewing and refining the supported social change initiatives, in connecting to relevant stakeholders, and ensure the timely delivery of project interventions to maximise the impact of the social change through Aawaz II, in accordance with the scope of work.
Main Responsibilities:
- Review Aawaz II materials related to behaviour change and communications, and understand the programme interventions, partners context of communities thoroughly.
- Review the proposals submitted by DSPs under the Accelerating Social Change call, and in collaboration with them refine the initiative for achieving the desired social change.
- Develop and submit a workplan for carrying delivering the tasks assigned. The workplan should include meetings with DSPs, travel to the districts, technical backstopping etc.
- Proactively identify and develop a map of strategic engagement required for each approved proposal to meet its stated objectives. Support each initiative to leverage these resources for best results and sustainability.
- Design impact assessment of the initiatives to show value for money and results, in consultation with PMU MEL team.
- Travel to the field for assessing progress of initiatives and provide regular technical backstopping to DSPs.
- Develop format for DSPs regular progress reporting.
- Write quarterly reports for PMU on each initiative and a consolidated report, highlighting progress, challenges, and risks.
- End report for each initiative completed, end consolidated report and lessons learned documents for each type or thematic focus of initiatives.
