Role of position in the organization:

The Monitoring & Evaluation Coordinator (M&E Coordinator) will contribute to project monitoring and evaluation, quality assurance, learning & reporting and partner’s due diligence and capacity building; in accordance with project log frames, project monitoring plans (PMPs) and established indicators of progress measurement by using manual and online tools. The incumbent will be mainly responsible for dealing with the monitoring and evaluation functions and its relevant day to day business.

Reporting Line:

The position will report directly to Manager Programme Quality & Partnerships.

Key working relationships:

Internal: Senior Management Team, WAP staff, Regional & Global PMER teams.

External: Partners, Donors and other relevant stakeholders.

Job Purpose:

M&E Coordinator will lead in supporting the consultants in designing and conducting the baselines, KAP surveys and endline evaluations of the project. S/he will ensure quality, accuracy, timeliness and management of the data collected from the field under the projects. S/he will provide support to partner staff in effectively obtaining monitoring and other related data on key indicators thereby ensuring project’s alignment to results agreed with the donors and or/government and mentioned in the project proposals.

 

Responsibilities 

Planning, Monitoring, Evaluation, and Reporting

 

  1. Support the Manager PQ & Partnerships in leading the planning, Monitoring, Evaluation and Reporting (PMER) processes in the organization.
  2. Support programme implementation team in developing project monitoring plans (PMPs) that detail out M&E requirements for projects against set indicators.
  3. Support Manager PQ & Partnerships in designing and conducting the baselines, KAP surveys and evaluations of the project.
  4. Conduct field monitoring visits to project sites on regular basis and develop monitoring reports.
  5. Implement M&E plan to track project implementation and measure the results of the project. This includes preparing suitable databases for data collection and analysis; scheduling and conducting data collection activities; and reporting on a regular and routine basis during project implementation.
  6. Provide support to partner staff in effectively obtaining monitoring and other related data on key indicators thereby ensuring project's alignment to results agreed with the donor.
  7. Create, implement and provide training to partners on necessary monitoring and evaluation templates and databases
  8. Adhere to results-based management (RBM) principles in monitoring and reporting of project indicators and results
  9. Identify potential implementation difficulties and bottlenecks and recommend appropriate strategies to address them in coordination with the Manager PQ & Partnerships.
  10. Support in implementation of an effective ‘community feedback mechanism’ for documenting and addressing community feedback on WA’s work.
  11. Assist Manager PQ & Partnerships to organise and facilitate regular project reviews, including Programme Performance Reviews (PPRs) in line with PMER Core Procedures.
  12. Support in developing Six Monthly Report and Annual Report effectively collaborating with wider project team.
  13. Take the lead in managing and updating information systems to monitor project/program data and track performance indicators.
  14. Support M&E team in dealing with any other tasks as required.

 

Partnerships and donor compliances

  • Facilitate project, finance and business development colleagues in addressing specific donor compliances in all aspects of project quality.
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting.
  • Conduct due diligence of potential partners and build capacity of partners on M&E

 

Knowledge building and management

  • Identify and disseminate good practices, lessons and knowledge, as identified through project implementation, monitoring and evaluation activities;
  • Contribute to the development of capacity development tools for RBM, monitoring & evaluation, and reporting, including training materials and packages;
  • Promote awareness and understanding of the shared responsibility of Planning, Monitoring and Evaluation (PM&E) among all staff members through communication, training, learning and development activities.

  • Master’s degree in social sciences or any relevant field.

 

Certification in analysis and reporting software’s will be an added advantage.

Experience

  • Minimum of 5 Years’ experience in monitoring and evaluation of development projects including WASH related projects.

 

 

  • Experience of managing community-based projects related to WASH.
  • Good understanding of WASH issues in Pakistan

 

Knowledge & skills

  • Excellent computer skills especially in operating MS Excel and other related software.
