Job Description
Programme Overview
Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme aimed at strengthening Pakistan's healthcare system, thereby decreasing the burden of illness and saving lives. E4H provides technical assistance (TA) to the Federal, Khyber Pakhtunkhwa (KP), and Punjab governments, and is being implemented by Palladium along with Oxford Policy Management (OPM).
Through its flexible, embedded, and demand-driven model, E4H supports the government to achieve a resilient health system that is prepared for health emergencies, responsive to the latest evidence, and delivers equitable, quality, and efficient healthcare services. Specifically, E4H delivers TA across three outputs:
Output 1: Strengthened integrated health security, with a focus on preparing and responding to health emergencies, including pandemics.
Output 2: Strengthened evidence-based decision-making to drive health sector performance and accountability.
Output 3: Improved implementation of Universal Health Coverage, with a focus on ending preventable deaths.
Position Summary
The role of the HR and Logistics Coordinator will support the E4H Punjab team on HR and operations in compliance with the Palladium's and FCDO's policies. The position will lead the recruitment of long term and short-term personnel to be hired on the programme as well as provide operational support for coordinating the logistics, event management, and administrative services for E4H.
Responsibilities
The position will be expected to maintain an HR and logistical calendar in accordance with the project’s workplan while working in close coordination with the Team Lead Punjab to ensure effective recruitment planning, delivery of services from vendors, high quality standards for the goods and services being solicited. The position will also lead the general admin support services in the E4H Punjab office including vehicle management, record management, dealing with the authorized vendors, regular contacts with other Palladium Pakistan core functions mainly the corporate and security team so that business support services are delivered in a coherent manner.
Technical Responsibilities
Human Resource Management & Recruitment
- Lead and manage the full recruitment cycle for long-term and short-term staff, including shortlisting, interview coordination, due diligence, and contract development.
- Ensure compliance with Palladium’s recruitment policies and processes.
- Maintain HR records, databases, and personnel files, ensuring compliance with labour laws.
- Facilitate onboarding and induction for new team members.
- Track contract durations for short-term and long-term staff, including days remaining and end dates.
- Update personnel data in internal HR systems, including the HRC and Consultant Registry, while coordinating with global HR teams.
- Coordinate with the Finance Manager for payroll processing of new hires.
- Ensure all staff complete mandatory Palladium training through the Learning Board.
Logistics & Procurement
- Define and implement logistical support services, including travel arrangements (air/road, domestic/international), accommodation, venue hiring, and office equipment procurement.
- Oversee the procurement process in line with Palladium policies, ensuring appropriate documentation, approval, and filing of purchase orders/contracts.
- Support the implementation of operational policies and procedures aligned with the E4H Operational Manual.
- Manage project vehicle operations, including maintenance schedules, logbook records, and safety compliance.
- Ensure all procurement and operational activities demonstrate value for money (VFM) and document evidence of VFM achieved.
- Assist in preparing reports on VFM under economy and efficiency.
- Support audits by ensuring the availability of necessary programme records and documentation.
- Maintain and update the project asset register monthly.
Administrative Responsibilities
Office & Records Management
- Maintain an HR and logistical calendar in alignment with the project’s work plan in close coordination with TL.
- Ensure complete documentation of HR and operational activities, with records available on the SharePoint site.
- Seeking approvals for field visits and arrangement for the training
- Approval of the consultant’s travel, and activities
- Day-to-day office management and approvals required for the executions of plans
- Oversee general administrative support services, including office record management, vendor dealings, and coordination with Palladium’s corporate and security teams.
- Manage office inventory, including stationery, office supplies, and equipment.
- Facilitate in-house and off-site meetings in coordination with the Team Leader.
- Ensure the timely payment of office utility bills.
- Provide necessary workspace and equipment to long-term staff.
Qualifications and Experience
- At least ten (10) years of experience of same nature and working with FCDO projects.
- Must be having Masters/Bachelors in any discipline.
- Ability to meet deadlines and work under significant professional and environmental pressure.
- Ability to work independently.
- Computer competency with spreadsheets, data bases and word processing suites.
- Strong interpersonal skills, flexibility and patience.
- Fluent in spoken and written English and Urdu, knowledge of local language will be a plus.
- Ability to communicate effectively and excellent interpersonal skills to form effective working relationships at all levels
Reporting/Supervision
The employee shall report directly to the CEO Palladium and administrative reporting to E4H Team Leader Punjab.
