  1. Background

The Legal Aid Society (LAS) is a not-for-profit organization working on its mission to connect vulnerable & disempowered end users of justice with effective and expedient services for justice delivery. LAS’s interventions have been aimed at increasing access to justice for poor & marginalized communities, particularly women, across the province of Sindh and at the Federal level.

In line with the mission of expediting justice delivery, LAS is implementing a project to strengthen the State’s response to sexual violence and child marriage as a technical partner, in collaboration with the United Nations Population Fund (UNFPA) and the Ministry of Law and Justice, Government of Pakistan, under the Awaaz II Program.


LAS initiated the project to provide technical assistance to the Government of Sindh in improving Criminal Justice Actors’ response to sexual violence and child marriage to enhance coordination between stakeholders.

This consultancy aims to develop a comprehensive provincial narrative on the health consequences of child marriage in Sindh. By engaging parliamentarians, religious scholars, government representatives, youth, and other key stakeholders, the initiative seeks to challenge and transform discriminatory social norms through informed discourse. 

B.     Scope of Consultancy Scope and Expected Outputs

The scope of work and corresponding outputs/deliverables will be as follows:

Inception and Planning – Develop a detailed work plan outlining methodology, timeline, and stakeholder engagement strategy. Literature Review & Data Collection – Conduct a thorough review of existing research, reports, and data on the health consequences of child marriage in Sindh and comparable regions.

Stakeholder Engagement – Engage key stakeholders to align departmental narratives and commitments.
First Stakeholder Consultation – Organize and facilitate an initial  consultative event with parliamentarians, ulema, government officials, youth, and civil society.
Summary Report – Compile key insights from the stakeholder consultation to inform the narrative.

April - May 2025

Narrative Development – Synthesize research and stakeholder feedback into a comprehensive document with evidence-based recommendations.
Validation Workshop – Present the draft narrative to stakeholders for feedback and refinement.
Finalization & Dissemination – Finalize the provincial narrative and develop a dissemination strategy targeting policymakers, community leaders, and the public.

D. Required expertise and qualifications 

  • Advanced degree in law, public health, gender studies, social sciences, or a related field.

  • Proven experience in developing health-based child rights policies, related framework plans for gender-based violence (GBV) or human rights initiatives.

  • Strong understanding and knowledge of Sindh's legal framework, governing structures and survivor-centered approaches.

  • Ability to engage with government institutions, law enforcement, healthcare providers, and civil society organizations.

  • Excellent analytical, report-writing, and presentation skills.

  • Prior experience working in Sindh or similar regional contexts is desirable
