SCOPE OF WORK – Project Engineer

 

Project Background

The Poverty Alleviation and Inclusive Development across Rural Sindh (PAIDAR) project, funded by the European Union (EU) and implemented by UNIDO. The project aims to support the Government of Sindh (GoS) in implementing its Poverty Reduction Strategy (PRS). One of the focused areas of PAIDAR is infrastructure improvements in five districts: Sujawal, Thatta, Badin, Tharparkar and Larkana.

 

Sindh Peoples Housing for Flood Affectees (SPHF), the government entity established to reconstruct the 2.1 million houses in Sindh, has collaborated with the PAIDAR programme to support the targeted improvements of basic infrastructure in pre-identified villages within selected districts of Sindh province, for five districts Sujawal, Thatta, Badin, Tharparkar and Larkana.  SPHF (with technical assistance of CRS) is developing Climate Resilient Settlement Development Plan (CRSDP) for PAIDAR programme in five districts, providing technical assistance for data collection, assessment, and analysis. SPHF (with technical assistance of CRS) will engage and hire the required human resources, arrange the administrations, logistics and consultancy services and conduct orientations and trainings for accurate data collection, assessment, and analysis.

 

Objective and Responsibilities

The Project Engineer will be responsible for overseeing various aspects of projects, including technical solutions, cost estimation and the development of drawings and maps using AutoCAD or relevant software. The primary objective is to ensure the timely and accurate completion of project deliverables while adhering to quality standards.

 

Below are the main tasks for this consultancy:

 

  • Conduct thorough analysis and research to estimate project costs accurately.
  • Collaborate with stakeholders to gather necessary information for cost estimation.
  • Prepare detailed cost breakdowns, considering materials, labor, equipment, and other relevant expenses.
  • Provide regular updates on cost estimates to project management and stakeholders.
  • Utilize AutoCAD or relevant software to develop detailed drawings and maps based on project specifications.
  • Interpret project requirements and translate them into technical drawings and maps.
  • Ensure drawings and maps adhere to market standards, regulations, and best practices.
  • Coordinate with other team members, including engineers, and data collectors, to integrate their inputs into drawings and maps.
  • Revise drawings and maps as necessary based on feedback and changes in project requirements.
  • Participate in project meetings and provide technical expertise as required.
  • Identify potential risks and issues and propose mitigation strategies.
  • Support project documentation and reporting requirements.

 

Deliverables

a)    Attend the orientation session prior to the field work.

b)    Accurate and detailed cost estimates for proposed features/community infrastructures.

c)     Technical drawings and maps meeting project requirements and standards.

d)    Regular updates and reports on project progress and costs.

e)    Effective collaboration with project team members and stakeholders.

f)      Timely resolution of technical issues and challenges

 

Reporting relationships

The Project Engineer will report and work closely with the Project Manager who will lead and supervise the activity. They will also have working relationships with the Technical Advisor /MEAL Officer or any other responsible field staff. During the assignment, organization will provide transport to/from field.

Duration of contract

The contract for the assignment will be on daily wages and duration for the assignment will be 18-20 days approximately. Duration may increase or decrease depending upon task completion.

Education

  • Bachelor in civil engineering or relevant field with 2-3 years of experience.

 

Payment

The Field Engineer will be given a lump sum daily allowance of PKR: 7000/- (Seven thousand rupees, inclusive of communication allowance) per day including the day of training.

 

Experience

  • Previous experience in preparing cost estimates, drawings and technical designs.
  • Have working knowledge of Microsoft Office and AutoCAD.
  • Must have in-depth questioning, active listening and reporting skills.
  • Must be able to follow and carry out instructions given by supervisors and willing to learn from others’ guidance.
