SCOPE OF WORK - Field Engineer
Project Background:
The Poverty Alleviation and Inclusive Development across Rural Sindh (PAIDAR) project, funded by the European Union (EU) and implemented by UNIDO. The project aims to support the Government of Sindh (GoS) in implementing its Poverty Reduction Strategy (PRS). One of the focused areas of PAIDAR is infrastructure improvements in five districts: Sujawal, Thatta, Badin, Tharparkar and Larkana.
Sindh Peoples Housing for Flood Affectees (SPHF), the government entity established to reconstruct the 2.1 million houses in Sindh, has collaborated with the PAIDAR programme to support the targeted improvements of basic infrastructure in pre-identified villages within selected districts of Sindh province, for five districts Sujawal, Thatta, Badin, Tharparkar and Larkana. SPHF (with technical assistance of CRS) is developing Climate Resilient Settlement Development Plan (CRSDP) for PAIDAR programme in five districts, providing technical assistance for data collection, assessment, and analysis. SPHF (with technical assistance of CRS) will engage and hire the required human resources, arrange the administrations, logistics and consultancy services and conduct orientations and trainings for accurate data collection, assessment, and analysis.
Objectives and Responsibilities
This position aims to perform the tasks outlined below to ensure efficient data collection, mapping of existing and proposed features, and robust quality assurance in achieving the project objectives.:
- To conduct comprehensive surveys to assess the existing infrastructure within the community.
- To identify and map existing features/community infrastructures and assets using appropriate surveying techniques.
- To propose new infrastructures based on community needs and priorities.
- To provide accurate cost estimations for proposed infrastructure projects.
- To create detailed sketches and drawings using AutoCAD and/or other relevant software for project visualization and planning.
- To collect data relevant to existing and proposed features and community infrastructures.
- To conduct rapid market assessment for rate analysis required for proposed features.
Deliverables
a) Attend the orientation session prior to the field work.
b) Brief reports summarizing findings from focus group discussions, household surveys, and mapping activities.
c) Maps of existing features/community infrastructures with coding.
d) Maps of proposed features/community infrastructures with coding.
e) Data collection relevant to each existing and proposed features/community infrastructures.
f) Ensure completeness and accuracy of data collected.
g) Shared daily progress report via synchronizing mobile data as well as questionnaires filled in hard.
h) Report any challenges encountered in the field during data collection.
Reporting relationships
The Field Engineer will report and work closely with the Field Supervisor who will lead and supervise the activity. They will also have working relationships with the Project Manager /MEAL Officer or any other field staff responsible. During the assignment, the organization will provide transport to/from field.
Duration of contract
The contract for the assignment will be on daily wages and duration for the assignment will be 18-20 days approximately. Duration may increase or decrease depending upon task completion.

- Understandable knowledge of English
Education
- Diploma in civil engineering or relevant field with 1 to 2 years’ experience.
Payment
The Field Engineer will be given a lump sum daily allowance of PKR: 5500/- (Five thousand and five hundred rupees, inclusive of communication allowance) per day including the day of training.
Experience
- Previous experience in qualitative and quantitative data collection, mapping, and sampling
- Have working knowledge of Apps like Kobo/ComCare etc.
- Familiarity with Microsoft Office and AutoCAD.
- Must have in-depth questioning and active listening skills.
- Must be able to follow and carry out instructions given by supervisors and willing to learn from others’ guidance.
