1. Background

Laar Humanitarian and Development Programme (LHDP) is implementing the drought anticipatory action project (Phase I) under the Start Ready/National Reserve framework in Sindh. As part of its operational readiness activities, LHDP plans to conduct a light cluster-wide baseline using secondary data and limited field verification visits across Sanghar, Shikarpur, and Tharparkar districts.

This light baseline will provide an early understanding of vulnerability patterns across the three districts and will prepare LHDP to design the detailed household baseline under Activity 1.4.1 immediately after triggering.

2. Objective of the Assignment

The objective of this assignment is to design, compile, analyse, and synthesise secondary data and limited qualitative findings from key informants to identify broad vulnerability trends across the three districts of Tharparkar, Sanghar, and Shikarpur.

3. Scope of Work

  • Develop a simple drought vulnerability analysis framework and design the research questions.

  • Review and compile relevant secondary data sources, including published reports, government statistics, and cluster analysis products.

  • Conduct limited verification visits and Key Informant interviews where required.

  • Coordinate with the LHDP Project Manager for contextual validation.

  • Analyse district-level vulnerability patterns and key seasonal risks.

  • Prepare a concise cluster-wide baseline report for planning and donor reporting.

4. Key Deliverable

The consultant will produce a comprehensive report with annexes.

5. Duration of Assignment

The selected consultant should complete the assignment in 10 working days (two weeks).

6. Location

The assignment will cover Sanghar, Shikarpur, and Tharparkar districts of Sindh. Field visits will be limited, and LHDP will arrange logistics and other details.

7. Reporting Line

The consultant will report to the LHDP Project Manager.

8. Required Qualifications and Experience

  • Advanced degree in social sciences, development studies, statistics, or a related field.

  • Minimum 5 years of experience in assessments, baselines, or vulnerability analysis.

  • Strong experience in secondary data analysis.

  • Familiarity with humanitarian and anticipatory action programming.

  • Experience working in Sindh is preferred.

  • Strong analytical and English report-writing skills.
