USAID's Economic Recovery and Development Activity (USAID-ERDA) is a five-year (2022-2027) activity designed to expand environmentally sustainable, socially equitable and climate resilient economic opportunities in Khyber Pakhtunkhwa and its Newly Merged Districts (NMDs) by strengthening and modernizing the agriculture sector and promoting on and off farm Micro, Small and Medium Enterprises (MSMEs).

USAID-ERDA’s objective is to expand economic opportunities in Khyber Pakhtunkhwa and its NMD’s by strengthening and modernizing the agriculture sector and promoting micro and small enterprises:

  • Sub-Objective 1: Agriculture sector capacity enhanced and modernized through strengthening of agriculture production resources.
  • Sub-Objective 2: Micro, small, and medium businesses promoted by strengthening MSME’s in both farm and non-farm sectors.
  • Sub-Objective 3: Improved business enabling environment through policy reforms and technical assistance to the GoKP.


Qualification & Skill Requirement:

  • A bachelor’s degree of BSc or B.Tech in Civil Engineering from an accredited University/Institution.
  • A minimum of 5 years of experience in design, supervision, and monitoring of small to medium scale irrigation infrastructure projects is a must requirement.

Skills Set:

  • Experience of working in newly merged districts of Khyber Pakhtunkhwa is highly desirable.
  • Experience in preparation of BoQs, IPCs of small to medium scale agriculture/irrigation infrastructure is highly desirable.
  • Proficient in the use of MS Word, MS Excel and AutoCAD is mandatory.
  • Fluency in written and spoken English is required. Knowledge of Pashto and Urdu is desirable.


Tasks and Responsibilities: 

The incumbent will perform the following duties under the technical supervision and guidance of Water Management Specialist based at PMU while under the direct administrative supervision of District Coordinator based at respective DIU.

  • The Soil and Water Associate will take a lead role in the coordination and implementation of the Agriculture Infrastructure activities in targeted districts.
  • Responsible for the technical planning, supervision, monitoring and reporting of the field activities.
  • Assist in developing Agriculture Infrastructure strategies, methodologies, and identification of new approaches for land development, Command area development, Water Harvesting, and improving irrigation efficiencies at the farm level.
  • Assist and coordinate for Identification, feasibility, and selection of interventions under the Agriculture Infrastructure as per approved documents of the component.
  • Responsible for the survey, design, and preparation of BOQ of the selected interventions under the component of Infrastructure.
  • Responsible for developing the specifications and standards of the interventions to be implemented under the component.
  • Assist in developing TOR’s, EOIs and tendering documents for execution of different activities under the component.
  • Responsible for supervision, quality, and quantity of the activities under the components.
  • Frequently visits to project areas to carry out processes on Agriculture Infrastructure activities based on approved standards and output level indicators.
  • Ensure timely completion of all planned Infrastructure related activities while adhering to quality aspects.
  • Responsible for maintaining the measurements of the executed work.
  • Monitoring of all ongoing interventions & sharing timely feedback with technical lead at ERDA PMU.
  • Responsible for maintaining the file of each intervention supported by all necessary documents such as application of the farmers, feasibility reports, beneficiaries, survey, design, BOQ, MB and other information/documents related to the specific activities.
  • Build the capacity of targeted beneficiaries in operation and maintenance of the HEIS and irrigation agronomy.
  • Create and maintain good relationships with local communities, line departments, NGOs/INGOs and private service providers.
  • Assist and facilitate required training sessions related to infrastructure component for the selected beneficiaries in targeted areas.
  • To assist and play a role in resolution of on-site conflicts if any.
  • Any other task assigned by the technical lead/management.
