Position Objective:

The MEAL Officer is responsible for implementing and strengthening of the MEAL systems for the Provincial Base. He is responsible for providing support in : the development and execution of MEAL plans ; development and/or adaption of MEAL tools ; documentation and dissemination of key learnings from MEAL and track results in support of the project objectives and outcomes ; and ensuring FCM SoPs. The MEAL Officer undertakes this role in close collaboration with MEAL, IM and Research, program staff and partners. He will be responsible to support in design and execute PDMs, baseline, endline, and beneficiaries verifications and validations, support IM associate, MEAL Officer-(project-based) to create and update the information management database at partner level, in addition to data cleaning and analysis to feed the reporting requirement and to participante the best quality of programming.

Relevant Experience: Bachelor's Degree in relevant field and/or relevant technical qualification. Minimum 04 years of overall experience and 02 years in relevant field in development sector

Job Description:

Mission 1 : Implement project-related assessments, monitoring, évaluation, accountability, and Learning activities

The MEAL Officer is responsible for

  • Support in development of project MEAL Plan, and continuously tracking indicators and monitoring of the Project activities.
  •  Regularly monitor & conduct follow-up visits to Project sites /activities to ensure standards procédures have been followed.
  • Develop tools to ensure that the necessary information is collected to measure approuved indicators and provide effective feedback to the Sr. FSL Manager and Project Manager.
  • Participate as required in the design and implementation of various studies to be undertake in the project.
  • Capacity building on MEAL aspects and documentation of learnings from the field to provide a learning Platform Design and Conduct beneficiaries’ verification exercise (BVE). Conduct periodic monitoring based on appropriate méthodologies, as per MEAL standards.
  • Support in designing and managing M&E related surveys, and data collection, analysis and timely information dissemination of information collected from the project to MEAL & IM Manager

 

Mission 2 : Ensure effective accountability mechanism and develop analysis and reports

The MEAL Officer is responsible for

  • Ensure Feedback and Complaint Mechanism is executed at community level and develop tools and processes to update regularly, generate report and analysis.
  •  Ensure IEC materials developed for feedback and complaint mechanism and capacity building of staff/partners on the FCM 
  •   Ensure regular feedback is documented from the community and recorded in the designed database
  •  Conduct beneficiaries feedback interviews on regular basis in the community and suggestions/feedback incorporated in the project activities.

 

Mission 3 : Maintain MEAL and Program Data management Reporting on relative formats, databases

The MEAL Officer is responsible for

  • To support in maintaining a vibrant information system Design Program related database for beneficiary’s record, analysis, assessments.
  • To strengthen online data collection systems through providing orientation to partners on tools and procédures.
  • Regular review of the project data and provide analysis, trends and présentations
  • Develop action plans based on field visits findings, recommending solutions and follow up regularly and update it in design databases.
  • Prepare periodic Progress reports (Qualitative and Quantitative) and disseminate to relevant staff.
  •  Data management of all project beneficiaries and feed the data to centralized management system.

Mission 4: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies

The MEAL Officer is responsible for

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
