OPEN TENDER FOR SELECTION OF CONSULTANT FOR

Policy Advocacy for Integration of Climate Resilient WASH in Public Sector Plans and Policies to ensure increased Financing for Climate Resilient WASH

INSTRUCTIONS TO BIDDERS

PRF No.: PRF-01533/2024                                                         Bids Opening Date:  31st May 2024

1.         Scope

WaterAid is an international NGO working in 28 countries including Pakistan. Our vision is of a world where everyone everywhere has access to safe drinking water and sanitation and our mission is to transform lives of the poorest and most marginalised people by improving access to safe drinking water, sanitation and hygiene (WASH). We support local organisations and government authorities to design and demonstrate appropriate and sustainable WASH programmes. WaterAid also seeks to influence the policy change through government and other key sector actors to secure and protect the entitlements of marginalised and vulnerable people to safe and affordable drinking water and sanitation services.

2.         Language

As determined by WaterAid, the working language of this tender will be in English.

3.         Qualifying and Conditions

The main criteria for admission to the tender are as follows:

a)    Certificate of Registration

b)    Tax registration certificate

c)    Adequate staffing and equipment

d)    Good track-record and references from previous clients

e)    Technical Evaluation Requirements mentioned in ToRs attached.

Proof of the above must be provided.

4.         Tender Documents

All Applicants will receive identical documents.  No applicant should add, omit, or change any item, term or condition on original papers. The Bid must include the following documents:

5.         Other Conditions

The Contractor is obliged to have informed himself/ herself sufficiently on the particular situation in Pakistan and all other conditions that may impede costs, duration or type and quality of the specified (supplies/deliverables) and will be able to fulfil the intended services as detailed. An eventual contract is subject to and in accordance with the Pakistani law.

6.         Government Taxes and Levies

The bidder is responsible to deposit all the taxes and levies under the Income Tax Law or any other law of Pakistan. WaterAid is obliged to withhold income tax from all the payments unless there is a specific exemption to the contractor from the tax authorities. Thus all the prices quoted by the bidder shall be considered inclusive of all the taxes and levies.

7.         Bid Delivery

All bids must be delivered in hard copy in sealed envelope to WaterAid, Pakistan Islamabad office located at 2nd Floor executive heights, Fazal Ul Haq Road Blue Area Islamabad Tel: +92 51 280 61 20 Pakistan, on or before 30th May 2024,1700 hrs COB. Please note that 30th May 2024 1700 hrsis the deadline for bids’ submission (unless it is extended by written notification), and bids delivered after the specified time will not be accepted and will not participate at the tender opening. Bids to be delivered in person or by registered mail. Upon personal delivery, a signed receipt will be given to the carrier. The carrier shall sign the list of bidders. Bids should be delivered in standard format in a closed, signed and stamped envelope. Delivered bids will be registered in the bids reception registration book, in the order of their incoming order, indicating both on the registration book and on envelope the registration number, date and time. At the request of the bidder, WaterAid issues reference information on it. Receiving and submitting parties confirm delivery of the bid by signing registration book. Delivered bids will not be returned and will remain at WaterAid for its records, except late bids which can be returned upon request.

8.         Additional Information

Additional information can be required, only by sending an e-mail to [email protected]

not later than 28th May 2024. After this date no request for additional information will be attended.

9.         Alteration or Withdrawal of Tender

Tender proposal can be withdrawn for alteration or amendments upon written request on company’s letterhead and re-submitted before the closing date. After the closing no tender will be withdrawn and no amendment shall be allowed to be made.

10.       Bid Opening

The bids will be opened only in the presence of the Procurement Committee, The bidder’s name, legality of the bidder, the prices, the total amount of the bid, any discounts, delivery schedule, terms of delivery, transportation costs, Technical Evaluation Criteria and such other information will be considered during Bids Analysis to ensure best value for money.

11.       Bids Evaluation

The Procurement committeewill check the bids to ensure that they contain no amendment to the terms or any other (calculation) errors.  To assist in the examination, evaluation and comparison of bids, WaterAid may, at its discretion, request clarification from technical expertise. 

12.       Financial Evaluation

The financial evaluation is based on the total cost given in the bid.

13.       Selection of Bid

Selection of the successful bidder will be based on the ranking of companies according to financial and technical criteria, as well as any other criteria suggested by the Procurement committee members and technical expertise. Taking into consideration the bids comparison, based on bidders ranking and evaluation, the Procurement committee will make the final choice of the awarded firm. Bidders to whom the contract was not awarded are entitled at their request to an explanation of the reasons. However, confidential information from other bidders will not be disclosed. WaterAid reserves the right to fully or partly award or reject any or all offers. WaterAid decision will be final, and appeals will not be taken into consideration.

The Procurement committee will then notify of acceptance to the successful applicant.  After submitted documentation from the selected firm has been verified, the firm will then be obliged to sign the contract for the stated amount.

14.       Awarding of Tender

Evaluation of the bids and awarding of the supplier(s) will be processed within working days after the closing data of this tender. The awarded tenderer(s) will be informed shortly after such process has been finished. Final awarding will be sealed with a contract and is subject to having the necessary approval and having received the available project funds from the donor.

15.       Bid Bond

The Bidder shall submit a Bid Bond of 2.5% of the (in form of Security Deposit Receipt) Bid taken out with a reputable Bank in the country and include this as part of the Bid.

1.    Cost of Preparing Tender

Costs incurred by the tenderer in preparing and submitting the tender will not be reimbursed.

All proposals must be sent via sealed bid through registered mail/courier or by hand to the following address on or before May 30, 2024, 1700 Hrs COB. Please write the subject “WAP/01533/05-05-24/PolicyAdvocacyCR-WASH” on the envelope

WaterAid reserves the right to accept or reject any bid or part of any bid without assigning any reason to it.
