Background 

Since 1957, Pathfinder International has maintained an unwavering belief in the right of women and families to have access to contraception and quality reproductive health care. A key strength of the organization, Pathfinder has successfully collaborated with governmental departments and ministries to support them in fulfilling their commitments, while also ensuring a rights-based, gender perspective is incorporated within these plans, for maximum impact and reach. In partnership with UNFPA, Pathfinder International has led the establishment of a multisectoral response mechanism to improve service delivery for gender-based violence (GBV) survivors.

 Objectives of the Consultancy

Strengthening the capacities of the social welfare workforce and staff of service provider institutions to women survivors of GBV is one of the key and vital steps for providing quality, ethical, and timely services. Yet, too often, this is overlooked and the staff dealing with GBV survivors has little or no training, mentoring, or supervision opportunities. Responding to cases of violence is a challenging task often accompanied by dilemmas to overcome and risks to manage to be able to give timely and ethical services to the survivors of violence.

It is evident from the practice that a trained social workforce can play a pivotal role in facilitating GBV survivors’ journey to recovery, healing, and empowerment. However, the lack of a trained and professional social workforce to prevent and respond to gender-based violence has remained a key challenge at the provincial and national levels in Pakistan.

 

The GBV service provider institutions and their staff lack the critical knowledge and skills of GBV case management. Educational institutions do not offer degrees and certificates for GBV case management.

In this regard, a roadmap is needed for institutionalizing the GBV Case Management Interagency Guidelines for the in-service social welfare workforce and with the educational institutions to facilitate in-house capacity and early sensitization of the social welfare workforce and work towards preparing a specialized cadre of social workforce on Gender-Based Violence and Child Marriage. In this Pathfinder is looking for a senior expert to technically lead the development of the road map for the Institutionalization of the GBV Case Management Curriculum in Sindh.

Description of Assignment

  • Carry out a meeting with UNFPA, Pathfinder, and relevant stakeholders to brainstorm the CM curriculum's institutionalization process and identify the relevant stakeholders, etc.
  • Undertake desk review to understand the existing expertise, resources, and opportunities for capacity building of the social welfare workforce on survivor center care, and GBV case management at the institutional level.
  • Develop the outline for the roadmap on the institutionalization of the GBV case management curriculum in Sindh.
  • Map and identify entry points for each level, in-service, pre-service, and educational institutions, and challenges in line with the agreed outline.
  • Conduct consultative meetings with different stakeholders to inform the roadmap.
  • Review the international and regional best practices for the planning and development of social work and other cadres in the social service workforce for responding to Gender Based Violence.  including but not limited to the Association of Southeast Asian Nations (ASEAN) Road Map (2021- 2030)[1] and Ha Noi Declaration on Strengthening Social Work Towards Cohesive and Responsive ASEAN Community[2]
  • Develop an action plan to support formalizing the institutionalization of the GBV Case Management curriculum with the relevant government department and educational institution.
  • Identify required resources (human and financial resources) and relevant public institutions to anchor the GBV case management curriculum. identify the gaps/challenges and suggest a way forward.
  • Validation of the roadmap in consultation with key stakeholders, UNFPA & Pathfinder International.

Desired Qualifications and expertise

  • Advanced University degree in Gender Studies, psychology, social work, or any other social sciences-related degree with extensive experience working with GBV survivors, case management, and psychosocial support.
  • At least 15 years of working experience in Gender, GBV, and psychosocial support training.
  • Sound working experience with GBV-related key stakeholders including SWD, WDD, and Police etc.
  • Cross-cultural working experience in the field of community-based psychosocial support is desired.
  • Proficiency in English and Urdu language.
  • Excellent analytical thinking and writing skills.
  • Strong interpersonal and communication skills in a multi-cultural setting.
  • Ability to work effectively with minimal supervision.
  • Ability to complete tasks within a set time frame; and
  • Strong work ethics and commitment to principles of inclusiveness.
