  1. Background

The Legal Aid Society (LAS) is a not-for-profit organization working on its mission to connect vulnerable & disempowered end users of justice with effective and expedient services for justice delivery. LAS’s interventions have been aimed at increasing access to justice for poor & marginalized communities, particularly women, across the province of Sindh and at the Federal level.

In line with the mission of expediting justice delivery, LAS is implementing a project to strengthen the State’s response to sexual violence as a technical partner, in collaboration with the United Nations Population Fund (UNFPA) and the Ministry of Law and Justice, Government of Pakistan, under the Awaaz II Program.


LAS initiated the project to provide technical assistance to the Government of Pakistan in improving Criminal Justice Actors’ response to sexual violence and to enhance coordination between stakeholders.

This consultancy seeks to develop a comprehensive plan for measuring and implementing the Sexual Violence Response Framework in Sindh. The plan will outline key performance indicators, monitoring mechanisms, and strategies to strengthen coordination among law enforcement, healthcare, social services, and justice sector institutions.

B.     Scope of Consultancy and Expected Outputs

The scope of work and corresponding outputs/deliverables will be as follows:

  • Submission of a comprehensive plan for measuring and implementing the Sexual Violence Response Framework in Sindh by developing a plan of action, consolidating existing indicators, developing new indicators if required, and identifying data sources and relevant stakeholders for effective implementation.

Develop an inception report including methodology, work plan, and concept note for the measurement and implementation plan for the Sindh SVRF - (Month 1)

Develop two action plans informed by the Sindh SVRF in line with the progress under the Multi-Sectoral Coordination Committee

First draft of the monitoring and implementation plan with indicators, data sources, monitoring strategies, and implementation steps identified

Assist LAS to facilitate 3 stakeholder consultations on the monitoring and implementation plan with line departments divided into primary, secondary, and tertiary interventions in two iterations (first iteration after developing the first draft and second iteration after incorporating feedback from the first in form of orienting line departments)

Consolidate feedback and insights in the final draft of the measurement and implementation plan

 D.    Required expertise and qualifications

  • Advanced degree in law, public health, gender studies, social sciences, or a related field.

  • Proven experience in developing measurement frameworks and implementation plans for gender-based violence (GBV) or human rights initiatives.

  • Strong knowledge of sexual violence response mechanisms, survivor-centered approaches, and legal frameworks.

  • Experience in monitoring and evaluation (M&E) methodologies, including qualitative and quantitative data analysis.

  • Ability to engage with government institutions, law enforcement, healthcare providers, and civil society organizations.

  • Excellent analytical, report-writing, and presentation skills.

  • Prior experience working in Sindh or similar regional contexts is desirable.
