Position Objectives: Coordinate and ensure smooth implementation of conditional and un-conditional Cash Voucher Assistance emergency response FSL related projects interventions while adhering to logistics, HR, Finance and Security procedures. 

Job Description:

Mission 1: Project Detailed Implementation Planning and Implementation

  • Prepare and review of the project plans related to cash transfer programing throughout the project implementation period and carry out regular follow-up for reporting on all aspects of conditional and un-conditional Cash transfer programing. 
  • Effective and efficiently implementation of the cash transfer programing through self-implementation and/or through the implementing partner organization as per the design/proposal approved by the donor within the specific period and resources.

Mission 2: Budget Follow Ups

  • Assist the FSL/Emergency Manager in overseeing budget utilization in the cash transfer programing
  • Prepare budget revisions (if necessary in coordination with the Implementing Partner) and inform internal departments in a timely manner.

Mission 3: Ensure adherence to set processes and SOPs

  • Collaborate with the implementing partner in undertaking market analysis and Mapping of service (Mobile transfers, remittances, bank account, etc.) in the context of geographical areas.
  • Establish and document the beneficiary identification and selection process for providing cash assistance.
  • Critically assess and follow-up the Complaint Redressal Mechanism.
  • Assess and document Beneficiary Awareness Campaign (Financial Literacy - Mobile Banking).
  • Ensure the service provider is properly documenting the beneficiary registration and identification checks (Anti-Money Laundering Check (AML/CFT Check).
  • Follow up with beneficiaries of Cash Distribution & Encashment and write case studies.
  • Monitoring and collaborating with the service provider to observe any risks including mitigation of any protection related concerns agreed upon SOPs including COVID 19 related SOPs.
  • Developing and agreeing with the service provider on a standard operating procedure (SOP) for cash distribution.

Mission 4: Periodic Reporting:

  • Ensure the preparation of Cash transfer related weekly, monthly, and end of project

Mission 5: Ensure compliance with ACFs gender equality, child protection sensitivity and safeguarding policies

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability

Skills and resources needed to perform the function:

  • Strong project management skills related with Cash Transfer programing
  • Substantial experience in emergency Cash transfer projects through self-implementation or through partners
  • Excellent coordination and interpersonal skills
  • Able to analyze and summarize complex technical  and contextual information
  • Fluent in English, reading writing and speaking. Fluency in local language of the program implementation area will be preferred
  • Excellent computer skills
  • Team management skills
  • Ability to handle stress and pressure
  • Master/Bachelors in Social Sciences, MBA/or any other similar filed degree will be preferred
