POSITION TITLE: Monitoring & Evaluation Officer

MAIN OBJECTIVES, RESPONSIBILITIES & DESCRIPTION OF THE PROPOSED WORK

The overall purpose of the position is to ensure “effective programming” by internalization of monitoring and accountability mechanisms across all programs and sectors within the APLHIV. The position holder is expected to contribute to attainment of strategic objectives of The APLHIV by providing vigilant oversight ensuring placement of processes and build systems for forecasting and identification of barriers, challenges, issues and risk mitigation strategic

ROLES AND RESPONSIBILITIES:Based in Islamabad, the post will involve working with a dedicated group of people living with HIV from all over Pakistan. Under the supervision of National Coordinator and Deputy National Coordinator, the incumbent will have to accomplish the following tasks: -

  1. M & E will directly work under and will be accountable to National Coordinator and Deputy National Coordinator
  2. Will provide oversight on implementation of program activities of the APLHIV
  3. Will beresponsible for the planning, coordination and implementation of monitoring and evaluation activities of the APLHIV
  4. Develop and finalize the organizational Work Plan and keep it updated in accordance with activities and timeframes as relevant
  5. Develop and implement the overall M & E framework
  6. Develop quarterly, mid-term and yearly reports, impact assessmentor whatever reports are desired by the National and Deputy National Coordinators
  7. Develop project Performance Monitoring Plan with relevant data collection systems
  8. To develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the APLHIV
  9. Will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework
  10. Collect data on regular basis to measure achievements against the performance indicators
  11. Develop baseline data for each project component and for all project indicators
  12. Support project progress reporting, project mid-term review and final evaluation
  13. Provide support in improving existing monitoring and reporting systems
  14. Preparing regular project monitoring reports as required, in collaboration with staff, identifying potential implementation risks and remedies
  15. Support project progress reporting, project mid-term review and final evaluation
  16. Provide support in planning and commissioning monitoring activities, developing review reports and communicating results to the National Coordinator and Deputy National Coordinator
  17. Supporting and supervising the evaluation of the impact of project interventions on required basis
  18. Assisting with development and the translation of relevant documents and their dissemination
  19. Properly filing and maintaining all M&E documents.
  20. Maintain and administer the M&E database; analyse and aggregate findings
  21. Check data quality. Review the quality of existing data, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation
  22. Identify areas where technical support to project partners is required
  23. Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings
  24. To clean data ascertained through Community Led Monitoring and develop a report on quarterly basis
  25. To supervise Helpline staff, their quality of work and data presented.
  26. Clean helpline data and making a comprehensive analysis.
  27. Coordinate with program teams for timely formulation of LFAs and roll-out of quality assurance
  28. Develop internal mechanism of data audit, build capacity of provincial and district teams and then roll-out data audit before periodic submission of progress reports to donor agencies and government institutions
  29. Submit monthly, quarterly, half-yearly and annual M&E reports covering all projects and apprise senior management on findings covering weaknesses and strengths and way forward
  30. Any other task assigned by National/Deputy National Coordinators
  31. M & E will assisted by the project Assistant

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATION

Academic Qualifications: At least a bachelor’s degree in public health or social sciences from a recognized Institution

Experience Required: At least Five [5] years of post-graduation M & E related experience. Demonstrated experience in quantitative and qualitative research process. Proven knowledge of M&E frameworks and methodologies, data collection and analysis. Proven Experience in writing and producing reports.

Language: Urdu and English. Strong English written and oral communication skills: ability to present information effectively to various audiences, large and small. skills

Computer Skills: MS Office

Communication Skills: Strong written and verbal communication skills

Salary:  PKR. 185,000/- per monthapprox..
