The Parliamentarians Commission for Human Rights (PCHR) is a cross-party caucus of Pakistani parliamentarians from mainstream political parties in Pakistan. Its aim is to advocate for human rights and work for the strengthening of the link between democracy, human rights and the rule of law.
PCHR is hiring for the following position
Monitoring and Evaluation (M&E) Manager
Objective:
The M&E Manager will oversee the design, implementation, and management of the monitoring and evaluation processes for the "Together for Tolerance: Strengthening Minority Rights and Inclusion" project. This role ensures that project outcomes are effectively measured, tracked, and reported while providing strategic direction to improve project implementation and impact.
Key Responsibilities
M&E Plan Development and Oversight:
- Lead the development and implementation of the M&E framework and strategy for the project, ensuring alignment with project goals and objectives.
- Ensure the M&E plan is effectively operationalized, with clear indicators, data collection methods, and evaluation processes in place.
- Regularly review and adjust the M&E strategy to improve project performance based on ongoing findings.
Project Monitoring and Performance Tracking:
- Lead the monitoring of all project activities, ensuring that timelines, resources, and outputs are being met as planned.
- Conduct regular field visits to monitor the implementation of activities and ensure adherence to M&E guidelines.
- Identify and address deviations from the project plan, providing actionable solutions to ensure the project stays on track.
Evaluation and Impact Assessment:
- Oversee the design and implementation of evaluations to assess the effectiveness and impact of project activities, especially in terms of addressing violence against women and promoting minority rights.
- Lead the analysis of evaluation results and provide strategic recommendations for improvements in project implementation.
- Ensure the use of evaluation findings to inform decision-making and project improvements.
Data Collection, Management, and Analysis:
- Manage the collection, analysis, and interpretation of data, ensuring that all data is accurate, reliable, and properly stored.
- Develop and oversee the use of tools for data collection (surveys, interviews, focus groups, etc.) and ensure the integration of both quantitative and qualitative data.
- Ensure that M&E activities are carried out in line with ethical standards, particularly with respect to the privacy and confidentiality of beneficiaries.
Reporting and Stakeholder Communication:
- Prepare and present regular M&E reports to the Project Director, donors, and other stakeholders, summarizing findings and providing actionable insights.
- Proactively identify project bottlenecks, challenges, and opportunities for improvement based on M&E data.
- Ensure that stakeholders are regularly updated on the progress and outcomes of M&E activities and findings.
Capacity Building and Team Support:
- Provide technical support and training to project staff and local partners on M&E methodologies, tools, and data management practices.
- Build the capacity of the M&E team to ensure that all M&E activities are carried out effectively and in line with best practices.
- Foster a culture of learning and continuous improvement within the project team.
Continuous Improvement and Feedback Mechanisms:
- Integrate feedback from stakeholders, beneficiaries, and project staff into the M&E process to ensure continuous improvement in project delivery.
- Organize and facilitate feedback sessions to gather stakeholder and beneficiary insights on project activities and outcomes.
Qualifications and Experience Required:
- Master’s or Bachelor’s degree in Social Sciences, Statistics, International Development, or a related field.
- At least 7 years of experience in M&E, with at least 3 years in a managerial or supervisory role, preferably in international development or human rights projects.
- Demonstrated experience in designing, implementing, and managing M&E systems for large-scale projects, including both qualitative and quantitative methods.
- Strong knowledge of M&E tools, methodologies, and data management software (e.g., SPSS, STATA, Excel, or other M&E platforms).
- Experience in donor-funded projects and familiarity with donor reporting requirements.
Required Competencies and Skills:
- Strong leadership, organizational, and problem-solving skills.
- Excellent analytical skills, with the ability to interpret complex data and present it in a clear, actionable format.
- In-depth knowledge of M&E frameworks, data collection, and analysis methodologies.
- Strong report writing, communication, and presentation skills.
- Ability to manage multiple tasks and prioritize effectively in a fast-paced environment.
- Commitment to gender-sensitive approaches and ethical standards in M&E processes.
